Senior Capability & Requirements Analyst

The Senior-Level Capability Assessments, Experimentation & Future Requirements (HQ) position provides expert analysis and strategic planning support for naval surface warfare capability development. This key personnel role focuses on technical writing, acquisition process support, and warfighting improvement initiatives for future naval capabilities and requirements development.

ESSENTIAL FUNCTIONS

• Conduct technical writing for Project Objective Memorandum (POM) issue papers, CONOPS, CONEMPS, and similar strategic documents
• Support U.S. Fleet Forces Warfighting Improvement Process (WIP) initiatives
• Provide expertise in DoD Acquisition process requirements and procedures
• Develop capability assessments and future requirements analysis
• Support OPNAV Staff N8 or N9 branch operations and planning
• Utilize Adobe Acrobat and Microsoft Office Suite applications for document development and analysis

REQUIRED QUALIFICATIONS

Education: Bachelor's Degree 

Experience:

• At least 15 years of recent experience as a Qualified Surface Warfare Officer (SWO)
• At least 5 years of recent experience in technical writing, writing Project Objective Memorandum (POM) issue papers, CONOPS, CONEMPS, or similar documents
• Experience within the last 8 years on the OPNAV Staff in the N8 or N9 branch, or equivalent

Required Skills:

• Knowledge of and/or experience with the U.S. Fleet Forces Warfighting Improvement Process (WIP)
• Knowledge of and/or experience with the DoD Acquisition process
• At least 5 years of recent proficiency with Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word, Teams, Outlook, Sharepoint)

Security Clearance: Must possess current Security Clearance of SECRET

Citizenship: U.S. Citizen

Background Check: As required for security clearance processing

Travel Requirements: Occasional travel within CONUS
