Summary:
The Capital Procurement Specialist is responsible for overseeing the procurement and contract administration activities for the organization’s onsite capital projects. The

Sr. Capital Procurement Specialist

will manage projects while working alongside engineers, suppliers, contractors, and stakeholders to ensure the successful delivery of the projects within budget, schedule, and quality standards.

Overall Responsibilities:
Develop and implement procurement strategies and plans for capital projects, including sourcing, bidding, evaluation, negotiation, award, and contract management.
Manage the procurement process from initiation to closeout, ensuring compliance with the organization’s policies and procedures, as well as applicable laws and regulations.
Prepares Request for Proposal (RFP) documents and issues to bidders.
Manages the RFP (Request for Proposal) process from inception to completion.
Receives bids, prepares weighted analysis (KT Analysis) to recommend vendor to be awarded.
Coordinate and collaborate with internal and external parties to identify and resolve procurement issues and risks, and to optimize project performance and value.
Maintain and update the procurement records and systems, ensuring accuracy and completeness of data.
Conduct market research and analysis to identify new suppliers, technologies, trends, and best practices in capital project procurement.
Support the continuous improvement of the procurement function and processes, identifying and implementing opportunities for efficiency and effectiveness.
Prepare Capital Procurement Plans for review and approval by Category Managers
Prepare Scope of Work Documents for legal review and approval
Solicit and negotiate competitive bids from qualified vendors
Preparing and negotiating Master Service Agreements in conjunction with Takeda Legal department
Negotiate large equipment capital purchases with vendors and suppliers
Prepares and maintains necessary records and reports.
Performs related work as required.

Key Performance Functions:
The following functions are critical to this position and the candidate must have experience with each in order to be successful.
Active member of a project team and contributor to the overall success of the project.
Working on Projects with time constraints and defined schedules.
Work with team members to create a Statement of Work for the project.
Identifying suppliers from Preferred Supplier List or alternate suppliers to meet the project needs.
Conduct Request for Proposals (RFP) with selected suppliers and provide info as needed.
Separate technical and commercial responses based on a previously defined evaluation matrix.
Preparation of negotiation strategies to align with relevant members of the Project team.
Leading negotiations with suppliers and with the participation of the required subject matter experts.
Demonstrated ability to negotiate cost avoidances and savings and summarize the savings as part of the project deliverables.
Present overall bid summaries and make recommendations as part of the project team.
Manage the overall process to have contracts and SoW’s completed and approved by relevant supplier and company stakeholders.

Qualifications:
Must have 10-15 years' experience in procurement and contract management for capital projects, preferably in the pharmaceutical sector
Must have knowledge of procurement principles and capital expenditure practice, contract law, project management methodologies, and industry standards
Must have 10+ years' experience with Capital Expenditure (CapEx), specifically for construction
Ability to prepare RFP (Request for Proposal) documents.
10-15+ year's experience in Project Management with large matrix companies
Ability to prepare weighted analysis (KT Analysis) of bids for recommendation for award.
Proficiency in Microsoft Office applications, especially Excel, Word, PowerPoint, and Outlook
Experience with procurement software systems, such as SAP, Ariba, or similar
Excellent communication, negotiation, analytical, problem-solving, and organizational skills
Ability to work independently and as part of a team in a fast-paced and dynamic environment.
Ability to manage multiple projects and priorities simultaneously with attention to detail.
Ability to communicate effectively, both orally and in writing.
Knowledge of approved purchasing methods for capital projects.
Knowledge of market and price trends.
Certification in procurement or project management is an asset.
Knowledge and experience of the pharmaceutical industry in an asset.

Education:
Business degree, Engineering degree, Master of Business Administration degree, Supply Chain Management, or related field.
Professional Certification in Procurement or Project Management is preferred
