Job Description - Senior Cross-Connection Control Program Inspector

This position is responsible for performing difficult technical and intermediate administrative work involved in inspecting, managing inventories, and surveying backflow assembly installations and reviewing test reports. The position will work closely with their direct manager, the Stormwater Manager, and the Environmental Program Manager to ensure that work and operations are performed in compliance with all applicable codes, specifications, and regulations. The inspector prepares for, and conducts, regularly recurring as well as random site-visits to collect data and document observations upon which to determine compliance with applicable City, State, and federal regulations related to cross connection control. The inspector prepares detailed technical reports of findings and conclusions that involve the interpretation of regulations and requirements. The inspection reports generally include identification and documentation of compliance/noncompliance, recommendations for corrective actions and/or remedies, and a timeframe for those actions to be completed when findings of noncompliance are reported. The inspector follows-up to track progress towards compliance and to verify that corrective actions have been completed. Where warranted, the inspector participates in and supports formal enforcement actions to compel compliance with plumbing codes pertaining to the cross-connection control program. This work requires the application of technical and specialized knowledge, methods, and techniques to ensure compliance with codes, City ordinances and specifications. The inspector makes independent field inspections, writes reports, correspondence, and notices, and gathers evidence. The work requires journey-level knowledge of inspection methods and techniques corresponding to the conditions being inspected as well as working knowledge of applicable regulations and regulatory processes and requirements. The work involves contacts inside and outside the organization to collaborate on work efforts and to explain matters of a specialized nature. Tact, discretion, and persuasion are required when explaining compliance and maintenance requirements and when participating in enforcement actions.

*Please note this position is half-time at 20/hrs per week and is benefits eligible.

Survey commercial construction for plumbing to verify compliance with applicable codes and specifications relating to cross-connection control.
Tasks include the surveying of backflow prevention assemblies and devices, maintaining the backflow prevention database, investigation, and identification of compliance issues, and performing enforcement when needed.
Develop and maintain an annual backflow assembly inspection cycle.
Determine prioritization criteria for conducting site visits and keep records of the property owner or facility operator.
Conduct site visits (both scheduled and random) to collect data sufficient to determine compliance with applicable backflow installation and testing requirements.
While on-site, collect photographic evidence and describe the location, property, or facility for inspection reports and update collected information on subsequent visits.
Assess, evaluate, and identify regulatory noncompliance and/or deficiencies.
Provide customers with the proper documentation stating installation standards and time frame for compliance.
Maintain electronic records (database) of backflow prevention device locations, testing, repairs and other pertinent information.
Maintain the City of Rockville’s list of certified backflow assembly testers.
Troubleshoot and respond to complaints on backflow prevention assemblies within the City’s water distribution system.
Research existing files, permit applications, technical reports, and any other available information related to properties being inspected.
All positions in the city require a customer service mindset.

High school diploma or equivalent and eight (8) years of progressively responsible experience as a plumbing inspector, or any equivalent combination of education and experience.

Knowledge of the ICC Building, Plumbing, International Residential Code.
ASSE Cross Connection Control Surveying Certification or ability to obtain with 1 year of employment
Ability to interpret the City's regulations.
Ability to establish and maintain effective working relationships with building owners, contractors, residents, and co-workers.
Ability to communicate effectively and concisely, both orally and in writing.
Ability to operate computer systems and access databases.
Ability to convey accurate explanations of various codes, ordinances, and regulations.
Ability to work effectively as a team participant.
Special Qualifications:
Must have or obtain within one year of date of hire or promotion:
Must possess an appropriate driver's license valid in the State of Maryland
ASSE Cross Connection Control Surveying Certification
