Position Overview

We are seeking a highly skilled Senior Database Management Specialist to join our team supporting a Maryland health-related agency. This role involves designing, developing, optimizing, administering, governing, and maintaining complex databases while providing comprehensive database operational support services for critical health systems and applications.

Position Details

• Position Type: Full Time Contract
• Contract Duration: July 14, 2025 – June 30, 2028 (Anticipated)
• Work Arrangement: Hybrid (On-site and Remote days as specified)
• Location: Baltimore, MD
• Hours: 8:00 AM – 4:30 PM EST, Monday through Friday
• Flexibility Required: Must be available to extend coverage hours or schedule to meet deadlines, project requirements, and/or on-call operational support, including evenings, nights, weekends, and holidays

Key Responsibilities

• Design, develop, optimize, and maintain complex databases for large-scale enterprise systems
• Provide database operational support services for health-related applications and systems
• Perform database administration, patch management, and maintenance activities
• Write complex SQL codes, stored procedures, and perform data extractions
• Monitor production database activities and batch jobs for operational improvements
• Support database migration efforts and high availability implementations
• Collaborate with business stakeholders and data professionals on governance policies
• Implement data quality checks, controls, and best practices
• Support applications in Cloud infrastructure environments
• Manage and optimize large databases including performance tuning and capacity planning

Required Qualifications

Education

• Bachelor's degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or other related disciplines

Experience Requirements

• 6+ years of experience designing databases, queries, reports, and/or providing solutions for large-scale enterprise database requirements
• 4+ years of experience in a complex environment building complex data extractions, queries, or databases utilizing PostgreSQL, Informatica, and MongoDB
• 4+ years of experience with development tools such as Bamboo, Jenkins, Maven, Bitbucket, Jira, GIT
• 4+ years of experience in document management systems
• 4+ years of experience supporting applications in Cloud infrastructure on AWS (Amazon Web Services) including AMI virtual machines on EC2, CI/CD processes
• 4+ years of experience monitoring production database activities and batch jobs for operational improvements
• 2+ years of experience in large-volume database migration efforts
• 4+ years of experience in PostgreSQL Server database administration, patch management, maintenance, and/or writing complex SQL codes and stored procedures
• 4+ years of hands-on experience performing database maintenance activities in production and/or lower environments

Technical Skills

• Strong understanding of database architecture and design, including normalization, indexing, partitioning, and replication
• Experience with supporting installation and maintenance of databases for high availability
• Experience managing and optimizing large databases, including performance tuning and capacity planning
• Experience in data modeling, ETL processes, and data warehousing
• Experience in SQL complex queries and batch performance optimizations

Preferred Qualifications

• 5+ years of experience as a database expert supporting federal or state-based marketplace systems or complex health and human services systems
• 5+ years of experience with processing EDI transaction sets (834, 820, 999, etc.)
• 4+ years of experience working with 270/271 Health Care Eligibility Benefit Inquiry and Response transactions
• 4+ years of experience working with complex databases, systems, and applications hosted on AWS
• 4+ years of experience developing and implementing best practices and data fixes for PostgreSQL DB and MongoDB performance tuning
• 5+ years of experience with Integrated Eligibility, Affordable Care Act, or similar large Health and Human Service enterprise applications
• Experience with or strong knowledge of disaster recovery principles and practices
• Strong knowledge of Corticon implementations for complex business rules
• Experience with NoSQL databases and analytics tools such as Tableau, QlikSense, or Power BI
• Familiarity with Health Insurance Exchange (HIX) marketplace operations
• Experience with Project Management Office (PMO) processes, policies, and procedures
• Experience developing and maintaining data dictionaries and metadata repositories

Additional Requirements

• Must be a US Citizen or Permanent Resident (No H1-B sponsorship available)
• Must be able to work on-site in Baltimore, MD as required
• Must be available for flexible scheduling including potential after-hours support
