Job Description - Senior Director, Strategic Consulting - Team 1

Job Summary:


The Senior Director - Strategic Consulting working with the Managing Director – Strategic Consulting – Systems Improvement at Casey Family Programs proactively seeks ways to assess and support child welfare systems improvement and sets direction for the work in specific states and jurisdictions. The purpose of this position and the efforts it directs is to create system change and to build capacity for systems to strengthen families and communities in order to improve the safety, permanency and well being of children and to influence the safe reduction of the number of children in foster care and reinvestment of resources consistent with goals.


Essential Responsibilities:



  • Works with Managing Director to coordinate efforts internally and with external collaborators (to included experts, vendors, groups or teams) to assist the child welfare systems to prevent child maltreatment and safely reduce the foster care population, while improving the lives for youth and families who are in or would have entered foster care.

  • Works with the Managing Director – Strategic Consulting in influencing child welfare practice, policies and laws on a local, state and national level to build strengths and achieve broad wide system impact.

  • Responsible for assigned projects, organizational sub objectives and outcomes in assigned jurisdictions.  Acts proactively in planning and tracking work efforts, agreements and projects.  Works with project management function in System Improvement Services to ensure consistent and effective practice.  Works closely with Legal Services to ensure contract and regulatory compliance in agreements that reside in Systems Improvement. Works closely with Finance Services to ensure contract, financial and best practice compliance. Provides updates to Senior Management and ensures progress toward goals according to deadlines.

  • Provides expertise internally and externally regarding systems change, and facilitates the implementation of data driven, outcome focused, and evidence informed strategies to support child welfare agencies and community stakeholders in their efforts to improve child welfare outcomes.

  • Engages with state and local community partners to strengthen prevention efforts and leverage resources of the multi-systems affecting youth and families.

  • Develops and manages relationships resulting in regular invitations to work with specific and influential state, county child welfare agency, judicial and legislative leaders to help resolve issues of concern with the development of sound recommendations and implementation of plans in support of Casey’s 20/20 vision.

  • Responsible for continuous quality improvement within Strategic Consulting – Systems Improvement. Knowledgeable of broad wide system impact strategies within child welfare systems

  • Provides technical assistance, and facilitate peer shared learning opportunities among child welfare and other systems and community partners in order to facilitate and improve communication and coordination, as well as share best practices for youth in care.

  • Other duties as assigned.


 



    Qualifications:



    • Master’s Degree in Human Services, Business, Public Administration or related field is required with a minimum of 8 years of recent progressive responsible management experience in a public child welfare system, or BA Degree in Human Services, Business, Public Administration, or related field with 10 years of recent progressive management experience or senior human services leadership including at least five years in a strategic capacity working at the senior or system-wide level.

    • Experience in personally consulting at cabinet-level public administration in child welfare may be substituted for experience in recent public administration senior management position.  Experience in strategic planning, systems integration, systems change and an in-depth understanding of multi-state child welfare systems required.  Knowledge and experience of current state and jurisdiction administration, needs, and influential contacts required.

    • A balance of initiative and diplomacy is critical, as well as the ability to build relationships, provide assistance and resources, learn fast, conduct assessments/evaluate systems and provide assistance and resources.  Must bring relationships and experience that allow for entry into the assigned jurisdictions and be received positively by child welfare administrators. 

    • Demonstrated excellent oral and written communication skills are required, along with excellent negotiating and listening skills. A commitment to building personal and organizational sensitivity towards diverse cultural, socio-economic and lifestyle backgrounds is essential.

    • Ability to build relationships, provide assistance, be a resource, make presentations, work independently, take initiative, provide assessments and system evaluation. Excellent leadership skills including training, group facilitation, and supervision are required.

    • Technical proficiency with Microsoft Office and experience with any specific software or technology as needed for the job.

    • This is a regular full-time position that requires travel on average of 60%of the time.

    • Ability to perform effectively in high pressure and stressful work environment while balancing the responsibilities and stressors inherent in the role.

    • Regular and reliable attendance is required.

    • Physical requirements include the ability to lift and reach for light objects; ability to type and work at a computer for extended periods of time as a primary job function.

    • Ability to protect the confidentiality of sensitive information by learning and following all relevant policies and protocols and using sound judgment in the handling and sharing of that information.

    • Driving on Casey business may require use of personal vehicle; adherence to vehicle safety guidelines and qualification for insurance is required.

    Compensation for this role will be determined by the candidate’s location and the applicable market zone as well as other factors including knowledge, skills, and experience.


    Casey Family Programs uses internally defined market zones based on geographical regions:


    Market zone 1 – $131,495 - $177,905


    Market zone 2 – $139,230 - $188,370


    Market zone 3 – $146,965 - $198,835


    Market zone 4 – $154,700 - $209,300


    Market zone 5 – $162,435 - $219,765


    Market zone 6 – $170,170 - $230,230


     


    Casey Family Programs offers benefits including medical, dental and vision coverage, health and dependent care Flexible Spending Accounts, eligibility for 403(b) and 401(a) retirement plans, disability, basic life, employee assistance plan and business travel insurance. Additionally, employees are eligible to accrue paid time off, starting at 8 hours per month of annual leave and 8 hours of sick time per month in the first year of employment. Casey Family Programs also observes 10 paid holidays per year and each employee receives one personal holiday to use each calendar year. Employees that meet certain tenure qualifiers are eligible for up to eight weeks of parental leave for the birth or placement of a child for adoption or foster care. After the completion of 10 years of continuous, full-time employment, employees in good standing are eligible for a three-month sabbatical with pay.  Casey Family Programs also offers many opportunities for continued learning, training, and development.
