Job Description - Senior Emergency Response Coordinator

Summary
This position is located in Region III, Division of Radiological Safety and Security, Security, Emergency Preparedness and Incident Response Branch, Lisle, Illinois. The supervisor is Michael Ziolkowski. This position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position is subject to Confidential Financial Disclosure reporting requirements and security ownership restriction reporting requirements.

Responsibilities
The successful candidate will perform the full range of Senior Emergency Response Coordinator duties, including but not limited to:

Evaluates technical merits of existing or proposed research and development programs in support of, or for possible use in the NRC Regional emergency response effort.

Develops drill and exercise programs to achieve and maintain the requirements and proficiency of the response teams.

Provides training to the Region III employees assigned to the various collateral emergency response positions, or arranges for the training to be conducted.

Coordinates and conducts outreach activities with external stakeholders to enhance effectiveness of NRC incident response programs and activities.

Maintains an expert knowledge of concepts, theories and findings of other government agencies and industrial organizations engaged in emergency preparedness programs.

Represents the NRC, Region III office on various emergency preparedness and response committees, subcommittees, panels, and task forces.

Requirements
Conditions of Employment:

This is a Drug Testing position. Must be able to meet/maintain security & suitability requirements. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:

Knowledge of legislation, regulations, policies, and guidance related to radiological emergency planning and preparedness.

Demonstrated ability to evaluate activities and operational/emergency events at nuclear facilities, develop inspection or audit findings, and evaluate the adequacy of corrective actions.

Demonstrated ability to provide leadership of a team.

SPECIALIZED EXPERIENCE

is defined as: Extensive knowledge of the principles, theories and practices of emergency response and emergency plan development and knowledge of NRC policies, practices and procedures in response to accidents at nuclear power plants and other licensed activities. Education
To be considered qualified for this professional position, candidates must meet BOTH the basic professional knowledge/education requirements AND the specialized experience requirements described below.

BASIC PROFESSIONAL KNOWLEDGE/EDUCATION REQUIREMENTS:

To be rated basically qualified at any grade level in this series, candidates must meet the positive education requirements of either A or B below:

A. A baccalaureate or higher degree in relevant physical science disciplines (e.g., general or health physics, radiation physics, engineering physics, chemistry, etc.), relevant engineering disciplines (e.g., nuclear engineering, chemical engineering, etc.), or mathematics that included at least 24 semester hours in such physical science and/or engineering science disciplines; OR

B. A combination of formal education and work experience equivalent to one of the majors shown in Paragraph A above that included at least 24 semester hours of college study in the physical science and/or engineering science disciplines listed above, plus appropriate experience or additional education.

Additional Information
The duty location of this position is Lisle, Illinois. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
