About Us
St. Mary's Center is a community of hope, healing and justice dedicated to improving the well-being of Seniors and Preschool Families in West Oakland by meeting basic needs for food, housing, and social connection. We build on a strong foundation of direct service provision and participant-led advocacy that amplifies the voices of people directly impacted by hunger, homelessness, and inequity to create a more just and caring society.
Today, our staff of 40 provides Senior Homeless and Housing Services, including case management and housing clinics; transitional housing at multiple sites; and a vibrant Community Center offering hot meals, social connection, and leadership development. We are partnered with a local nonprofit developer to build and service 73 new homes for Seniors near our headquarters.
Position Summary
The Manager of Housing Services provides operational leadership and direct supervision for Senior Housing Services programs, including Housing Navigation, Tenancy Sustaining Services, Transitional Housing, Street Outreach, and Housing Clinic support operations.
The position is responsible for ensuring participants move effectively through the housing continuum from outreach and assessment through housing placement, housing stabilization, and long-term housing retention. The Manager of Housing Services oversees daily operations, staff performance, workflow implementation, participant outcomes, contract compliance, and quality service delivery.
This position serves as the operational leader of the Housing Services Department and works closely with the Clinical Director of Housing Services to implement departmental priorities and achieve program outcomes.
Essential Duties and Responsibilities
Program Operations & Workflow Management (25%)
- Oversee daily operations of Housing Navigation, Tenancy Sustaining Services, Transitional Housing, and Street Outreach programs.
- Monitor Transitional Housing program fees.
- Ensure implementation of department policies, procedures, and workflows.
- Monitor participant movement through the housing continuum.
- Coordinate service integration across SHS programs.
- Monitor waitlists, referrals, participant assignments, and program capacity.
- Identify workflow barriers and implement process improvements.
- Ensure timely participant engagement and service delivery.
Staff Supervision & Performance Management (25%)
- Provide direct supervision to assigned staff.
- Conduct regular individual supervision meetings.
- Establish performance expectations and professional development goals.
- Monitor productivity, caseloads, and service delivery expectations.
- Conduct performance evaluations.
- Address performance concerns and implement corrective action plans as needed.
- Support staff training and development.
Housing Outcomes & Program Performance (15%)
- Monitor housing placement outcomes.
- Monitor housing retention outcomes.
- Review participant progression through programs.
- Ensure appropriate handoffs between Housing Navigation, Transitional Housing, and TSS.
- Support resolution of complex participant situations.
- Review outcome data and implement improvement strategies.
Housing Clinic & Intake Operations Support (10%)
- Supervise Housing Services Administrative Assistant.
- Ensure Housing Clinic administrative operations function effectively.
- Monitor scheduling, waitlists, and participant communication processes.
- Coordinate with the Social Worker regarding assessment and intake workflow needs.
Compliance & Documentation (10%)
- Monitor compliance with contract, grant, county, state, and federal requirements.
- Ensure timely HMIS and Salesforce documentation.
- Monitor Housing Support Plan completion.
- Support quality assurance reviews and corrective actions.
- Collaborate with the Housing Data & Compliance Coordinator regarding program quality.
Community Partnerships & Housing Resources (10%)
- Maintain relationships with landlords, housing providers, and community partners.
- Participate in housing collaboratives, community meetings, and conferences.
- Support development of housing opportunities and service partnerships.
- Coordinate with Abode Services and or other housing partners regarding participant needs such as flex funds
Reporting & Administrative Duties (5%)
- Prepare program reports and updates.
- Review performance indicators and program outcomes.
- Participate in leadership meetings and department planning activities.
- Support budgeting and resource planning activities.
Performance Expectations
- Staff receive regular supervision and support.
- Program workflows function effectively and consistently.
- Caseloads remain within established targets.
- Housing placement goals are achieved.
- Housing retention goals are achieved.
- Participant handoffs occur timely and effectively.

Minimum Qualifications
- Bachelor’s degree in Social Work, Human Services, Public Administration, Public Health, or related field, or five years’ experience in homelessness / housing sector
- Four years of progressively responsible experience in housing services, homelessness services, supportive housing, case management, or related programs.
- Two years of supervisory experience.
- Experience working with older adults, vulnerable populations, or individuals experiencing homelessness.
- Experience managing program operations and performance outcomes to meet contractual obligations
- Valid California Driver’s License.
Preferred Qualifications
- Experience with Housing First, Coordinated Entry, HMIS, CalAIM, and supportive housing programs.
- Experience supervising multidisciplinary teams.
- Experience working with senior populations.
