We are currently accepting applications for a Senior Human Resource Consultant.

Reporting to the Chief Human Resources Officer, this position serves as a Senior Human Resource Consultant providing expert level guidance and consultation to SAO leadership and staff across all HR disciplines to include but not limited to classification, compensation, employee relations, rule interpretation, leave management, reasonable accommodations, recruitment processes, investigations, etc. Serving as a strategic partner, this position requires application of knowledge and expertise to analyze, evaluate, and provide solutions to sensitive, complex, or critical human resource issues. Assignments often require proactive intervention and have wide or precedent setting impact.

Roles and Responsibilities:

Employee Relations - This role will support SAO teams in a variety of employee relation avenues to include but not be limited to employee matters, rule interpretation, conflict resolution, performance management, Grievance process, strategic planning based on data tracking and survey feedback, etc.
Classification and Compensation - This role will support SAO teams in a variety of employee relation avenues to include but not be limited to: Serve as WMS/ITS Coordinators for the agency, analyze, propose, and draft classification & salary recommendations, assist agency leaders with pay determinations to maintain equity.
Leaves/ADA/Reasonable Accommodation - This role will support SAO teams in a variety of employee relation avenues to include but not be limited to: Providing full cycle support to SAO leadership and staff for leave programs, advise on sensitive matters, ensure documentation is in order and agency is compliant with program and policy requirements, etc.
HRMS/Reporting - This role will support SAO teams in a variety of employee relation avenues to include but not be limited to: Review payroll actions entered to ensure accurate processing, interpret, and apply agency policy, WAC, and RCW’s as they pertain to HR payroll processing, run reports, and consult with agency leaders on various data points as warranted.
Investigations - This role will support SAO teams in a variety of employee relation avenues to include but not be limited to: Conduct investigations as necessary, maintain integrity and confidentiality where appropriate, ensure accurate and relevant documentation and information is gathered, etc.
Recruitment Support - This role will support SAO teams in a variety of employee relation avenues to include but not be limited to: Serve as team liaison working with HRC3 to ensure recruitment outcomes are achieved.
Education - This role will support SAO teams in a variety of employee relation avenues to include but not be limited to: Develop and implement HR practices and processes that promote equity and inclusion; serves as a role model and provides mentoring and/or training for respectful behavior for cultural differences in the workplace. Develop and conduct presentations, training and workshops related to human resource functions and relevant programs, etc.

Required Qualifications:

- Bachelor’s degree from an accredited college or university in human resources, public administration, or related field. (Professional experience may substitute for the degree on a year-for-year basis.)

- 10 years of progressively responsible experience in human resources, working knowledge of multiple human resources disciplines, including State classification, compensation and equity assessments, organizational development, employee relations, diversity, and performance management; to include a minimum of 3 years of independently working complex HR matters through to resolution and a minimum of 2 years State HRMS experience at a proficient level.

- HRMS – Demonstrated proficiency in State HRMS.

- Classification Expertise - Demonstrated proficiency in Classification and Compensation; reviewing work descriptions and allocate jobs within a class plan; explain and defend allocation decisions; support classification and pay findings and recommendations with facts and analysis; develop appropriate allocation criteria and class salary ranges.

- Research and Analytical Skills/Abilities: Demonstrated proficiency in researching, evaluating, and drawing sound conclusions from data; support recommendations with facts and analysis; interpreting and applying rules, laws, policies, and procedures.

- Communication Skills/Abilities: Demonstrated proficiency in conveying ideas and facts orally and in writing using language the audience will best understand. Ability to remain calm and focused in emotionally charged situations.

- Consulting Skills/Abilities: Demonstrated proficiency in partnering with agency leaders and staff at all levels to identify and resolve complex or sensitive issues.

- Relationship-Building Skills/Abilities: Demonstrated proficiency to develop positive, productive, respectful working relationships with all SAO staff. Ability to remain calm and focused in emotionally charged situations.

- HR Role: Perform with professionalism, integrity, and confidentiality; model the way of State, Agency, and Team expectations to represent as an example of excellence and professionalism for others.

Preferred/Desired Qualifications:

- HR Certification – PHR, SPHR, SHRM-CP, SHRM-SCP
