Job Description - Senior Instrumentation & Control (I&C) Specialist

The I&C Specialist will support the Owner’s Engineer (OE) team in overseeing the development, adaptation, and delivery of the Instrumentation & Control (I&C) design for the project.

The role focuses on ensuring that all I&C systems are fully compliant with Bulgarian regulatory requirements (BNRA), site-specific conditions, and the project’s licensing basis, while supporting readiness for Final Investment Decision (FID) and EPC Notice to Proceed (NTP).

Key Responsibilities

I&C Design Oversight and Technical Assurance

  • Provide technical oversight of the Technology Provider’s I&C design development for Gen III+ units.
  • Review and validate design deliverables including:
    • I&C architecture, system descriptions and digital platform.
    • Main Control room (MCR) and HMI concepts
    • Safety system logic and actuation schemes
    • Instrumentation lists and loop diagrams
  • Ensure design maturity supports EPC execution and licensing milestones.

Regulatory and Licensing Compliance

  • Ensure all I&C designs meet the National Nuclear Regulatory Agency requirements and international standards (IEC, IEEE, IAEA).
  • Support the preparation of licensing documentation, specifically inputs for the Preliminary and Final Safety Analysis Reports (PSAR/FSAR).
  • Proactively identify regulatory risks to prevent redesigns or licensing delays.

Technology Adaptation and Site Integration

  • Oversee the adaptation of the reference plant design to local site conditions.
  • Manage interfaces with existing infrastructure, grid requirements, and local environmental hazards.
  • Ensure cybersecurity and digital system expectations are integrated into the site-specific design.

Interface and Contractor Management

  • Coordinate I&C interfaces across disciplines (Electrical, Mechanical, Safety Analysis, and Human Factors Engineering).
  • Evaluate the EPC Consortium’s scope of work to verify that responsibilities and acceptance criteria are clearly defined.
  • Support the technical acceptance process for all contractor-led engineering packages.

Education

  • Degree in Electrical Engineering, Control Engineering, Automation, or equivalent.

Experience

  • Minimum 10–15 years of experience in nuclear I&C engineering.
  • Proven experience on at least one of the following:
    • Proven experience with Generation III/III+ nuclear new builds or major I&C modernization projects.
    • Direct experience with Westinghouse AP1000 architecture is highly preferred.

Technical Competencies

    • Deep knowledge of nuclear safety classification and digital protection systems.
    • Experience with software Verification & Validation (V&V) and qualification for safety-related systems.
    • Familiarity with standards such as IEC 61513, IEC 60880, and relevant IEEE nuclear standards.
