Senior Intelligence Operations and Training Officer - Foundry Program Manager

Responsibilities:

Kingfisher Systems, Inc. is seeking a Senior Intelligence Operations and Training Officer - Foundry Program Manager to provide senior-level expertise in the area of Military Intelligence doctrine, policy, planning, operations, and training. Successful candidates will also formulate and define systems scope and objectives based on user needs, applicable business systems, and industry requirements. Candidates will work at the highest technical level of several areas, including Military Intelligence doctrine and policy, operations and training program development, and/or specific military intelligence missions and programming. Other tasks may include the following.

  • Devising or modifying procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
  • Conducting analyses of business and user needs, documentation of requirements, and translation into proper requirement specifications.
  • Guiding and advising less experienced Business Systems Analysts.
  • Researching and analyzing current and future military intelligence efforts.
  • Liaising between designated leadership and program development management.
  • Overseeing operations requirements compliance.
  • Collaborating with Military Intelligence operations and training leadership.
  • Researching and analyzing information and requirements across multiple areas of the Military.
  • Providing training support for intelligence programs across multiple functional areas.

Position Requirements

Shall provide support to the USAR Foundry Program for the following assigned Intelligence functional areas:

  • Review GFC Foundry training plans
  • Assist in formulating funding requests and coordinating resources for individual Reserve intelligence training
  • Assist in executing funding disbursements and track expenditures (GPIR)
  • Provide input to Reserve Intelligence Planning Programming, Budget, and Execution Program Objective Memorandum (PPBE POM) submission for Management Decision Evaluation Package (MDEP) Intelligence Readiness (GPIR).
  • Develop and submit Unfunded Requirement Requests (URR)
  • Assists in facilitating future MI resources
  • Coordinate with supported/supporting commands
  • Provide support to the development and analysis of future Reserve intel training initiatives
  • Assist in developing and reviewing policy and contribute to AR Foundry doctrine
  • Integrate AR Foundry activities with INSCOM, DA G-2, and other external organizations
  • Provides planning, programming, and management support to the US Army Reserve G2 Operations and Training Division. Serves as the Subject Matter Expert (SME) for individual intelligence training activities.
  • Provides program oversight, policy guidance, and approval of programming, administration, and budgeting of the USAR Foundry Program.
  • Acts as the USARC G2 lead for all individual intelligence training activities and support and the USARC G2 Army Foundry Intelligence Training Program Manager.
  • Assists in the annual development of the Foundry Program Objective Memorandum Planning, Programming, and Budget Systems (PPBS) projections.
  • Compiles statistical data related to intelligence unit/Soldier readiness; oversees and tracks Intelligence Warfighting Function (IWfF) training requirements per MI MOS; tracks Army Reserve intelligence unit and MSC G2/S2 section training proficiency levels, and compiles data to assist in training plan development.
  • Acts as the USARC G2 lead LNO to USAICOE for all individual MI MOS training issues. Coordinates DCGS-A at battalion and DCGS-A in exercise initiatives.
  • Develops/leverages relationships at FORSCOM, INSCOM, and DA staff to strengthen USAR intelligence systems capabilities.
  • Acts as the senior advisor to the USAR G2 for all program and policy development and management related to USAR intelligence systems operations and training activities.
  • Provides technical and doctrinal advice on intelligence systems to the AR G2, USARC G-3/5/7 staff and USARC Major Subordinate Command teams across the Army Reserve.

Years of Experience: 10+ years

Degree Requirement: Bachelor's Degree preferred

Minimum Clearance Requirement: Top Secret SCI

Citizenship: Must be a U.S. Citizen.
