Responsibilities:As a

Senior Lifecycle Program & Projects Manager , you shall support NGA's Analytic Services Division by providing full lifecycle acquisition program and project management expertise under the Analytics Capability Office. This position requires an in-depth understanding of Intelligence, Surveillance, and Reconnaissance (ISR) operations, program management principles and federal acquisition lifecycle and associated regulations such as FAR and DFARS. You shall provide vital support to the AS PMO, such as assisting with the program's Planning, Programming, Budgeting and Execution (PPBE) processes, monitoring program performance with Cost-Schedule-Performance (CSP) or similar program performance indices, and managing program/project integration, configuration, requirements, verification and validation.In addition, you shall support the program's acquisition lifecycle activities by reviewing and providing feedback on on technical acquisition and systems engineering taskers, such as RFCs, RCPs, and other various engineering and programmatic documents. You shall analyze and respond to government requests for feedback on program schedules and plans, data migration plans and network security documentation. Familiarity with geospatial intelligence (GEOINT) data acquisition/management best practices, software and technology is highly recommended, but not required.This position is classified as onsite, and is based out of WiSC Enterprises' Chantilly, VA HQ.In this role, you may be expected to:Review, analyze, and provide feedback Courses of Actions (COAS) to ASC government program managers, and applicable contractors concerning schedules, program plans, transition plans, data migration plans, security documentation, RFCs, ECPS, and other various engineering and programmatic documents.Perform configuration management documentation, reviews and risk assessment.Translate performance and support capabilities into requirements.Prepare ASC documentation (briefings, analyses, memorandums) to support normal business rhythms.Track performance progress; report and coordinate measures for additional operational, resource, and financial planning activities.Provide financial management and planning expertise to support Planning, Programming, and Budgeting cycles.Advise and assist ASC in budget development and business management activities in accordance with stated financial management processes and principles.Conduct planning, programming, budgeting and execution for the Division to ensure all financial needs are met for the ASC program.Conduct analyses of multiple internal and external project inputs (plans, schedules, engineering documents, budgets) to identify risks, conflicts, issues, concerns and provide recommendations to ASC government program managers for corrective or remedial actions.Work closely with DoD and mission partners to define future architectures and assess internal and external needs to develop potential capabilities to meet the customer's enterprise architecture.Support planning, programming, budgeting relating the architecture and engineering to budget execution and POM.Ensure that all mission needs are documented, coordinated, and translated into Enterprise capabilities, CONOPS, and architectures.Advise the Program Manager (PM) throughout the program life-cycle on cost, schedule, risk and performance issues.Assist with monthly invoice financial management to ensure information is accurate and current.Track Program financial status of different appropriations.Work with the Program Management Office to accurately determine funding requirements on Task Orders.

Required Qualifications:Must-have:At least twelve (12) years of total/cumulative work experience, with a minimum of eight (8) years of specialized experience in the following areas:Demonstrated specialized experience with NGA, DoD, or other IC Agencies acquisition processes and procedures.Demonstrated specialized experience with program/project management, integration, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities and commissioning, turnover and acceptance activities.Nice-to-have:Demonstrated understanding of computer network security and/or cybersecurity best practices.Demonstrated specialized experience in applying systems engineering processes, particularly requirements analysis, interface definition, and detailed implementation planning of large complex systems or enterprises.Demonstrated specialized experience with managing and supporting Activity Based Intelligence (ABI)/Structure Observation Management (SOM) programs.Demonstrated understanding with multi-INT data fusion.Demonstrated knowledge of cloud system architecture.Demonstrated understanding analytic modeling, big data analytics, alerting and data visualization.**In addition, candidates must possess an active TS/SCI Security Clearance to be considered eligible for this position.**WISC is an equal opportunity employer.
