Job Description

JOB SUMMARY
Works for and under the general direction of the Manager- Network Engineering. Responsibilities include planning and designing the network infrastructure and enterprise network solutions; troubleshooting, installing, implementing and administering network systems and providing Tier III support. Also analyzes capacity issues and develops capacity planning models. Responsible for ensuring planned testing activities are executed and for developing network security guidelines.

ESSENTIAL FUNCTIONS
All Specialties Researches, designs and advocates new voice/data technologies, architectures, and products that will support business requirements for the enterprise.
Develops short and long-term technology roadmaps.
Develops a standards-based design methodology across the infrastructure delivering solid, robust, and resilient documented designs following best practices, addressing disaster recovery, full-test compliance cycles, and ensure all as-build deployments meet design specifications.
Documents existing systems architecture and technology portfolio to ensure accuracy is maintained.
Identifies, tests, diagnoses, and resolves communications systems performance problems in a multi-technology environment.
Interacts with vendors to resolve communications equipment and network system issues.
Develops and tests business continuity plans for all critical network communication systems.
Designs technical solutions and coordinates system build activities for voice/data connectivity and configures related network routers, switches, voice gateways, thin clients, servers, and other equipment.
Analyzes network activity and network problems to discover and prevent systematic errors. Recommends network design changes/enhancements for improved systems availability and performance.
Interacts with business units in response to service requests; researches and gathers all necessary details to determine communications or network engineering functional requirements to meet project users' needs.
Works closely with management in developing procurement requirements and service contracts by providing technical support during contract bidding, negotiation, and award processes.
Follows established change control procedures to facilitate daily operations and processes for both hardware and software platforms, including the coordination of service and repair of equipment and systems.
Provides general systems administration training to the Network Operations team and creates operational run books.
Acts as Network Engineering Manager in the absence of the manager.
Performs other duties as assigned.
Network Provides system design, architecture, and Tier III support for a predominately Cisco environment that includes core route/switch, firewalls, security, and wireless.
Serves as subject matter expert in firewalls, traffic load balancing, remote access solutions, and broadband technologies.
Develops and maintains Enterprise system monitoring and management tools such as Solarwinds, Splunk, Wireshark, Cisco Ironport, Bluecat Proteus, Cisco ISE, and Aruba Clearpass.
Utilizes commercial enterprise-level tools and products to provide network services, including firewalls, IPS/IDS, DNS, DHCP, web security, TACACS+, VPN and NAC.
Researches and implements Cisco SRND/SAFE and industry best practices.
Supports and maintains Linux/Unix and other open-source software to include BIND and Nessus.
Works with network, server, storage virtualization, i.e. MDS switching infrastructure, VSAN, VRF, VPN, and VMWare vSphere.
Works with IOS, NX-OS, EIGRP, BGP, GRE and OSPF.

DECISION MAKING This position works under limited supervision.
This position serves as a technical lead, providing guidance and mentorship to staff.

MINIMUM REQUIREMENTS
All Specialties Bachelor's Degree from an accredited college or university.
Six years of relevant IT work experience.
Valid Class "C" Texas Driver's License.
Network Specialty Cisco Certified Network Professional (CCNP), or Wireless (CCNP Wireless), or Network Security (CCSP).
PREFERRED QUALIFICATIONS
Network Specialty Master's Degree from an accredited college or university.
Cisco Certified Internetwork Expert (CCIE) Certification.
Project Management Professional (PMP) Certification.
Advanced scripting experience in Python, PERL, or Ruby.
JOB DIMENSIONS Regular contact with internal and external customers and contractor representatives involved with LAN/WAN design, network implementation, and network management.
Excellent verbal and written communication skills; ability to provide the "Fischer Price" explanation of technology for nontechnical managers, directors and above.
Ability to establish and maintain effective working relationships with SAWS staff and the general public.
Ability to thoroughly review, understand, and interpret technology updates for applicability in the supported environment.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include occasional lifting/carrying of 70 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. Working conditions are primarily inside an office environment with travel to various locations on an occasional basis.

May be required to work hours other than regular schedule such as nights, weekends and holidays.
