1. 1. The primary focus of the IP Sr Plant Performance & Project Engineer is to improve site performance and reduce site manufacturing costs by analyzing all aspects of Plant Performance in her/his area and to analyze the data, progress it through the idea generation and valuation phase, and to bring forth initiatives and projects leading to tangible value increases in plant performance. Once an improvement/ need is defined, the IP Sr Plant Performance & Project Engineer will develop project scope and drive them to successful completion and implementation in production. 2. Acting as a Plant Performance Engineer, the primary responsibility will be to determine and prove the need for the project, scope out the best options with stakeholders and select the direction of the project. Once the best solution is approved, the CER preparation (including necessary CAPEX Excellence protocols) and to see the project approved at the appropriate invest board is an The Sr Plant Performance & Project Engineer responsibility. 3. The Sr Plant Performance & Project Engineer will provide develop the constructability plans for the project, its cost, and preliminary schedule as needed for the CER (capital expenditure request) preparation. The Sr Plant Performance & Project Engineer will actively participate in all SHE and Quality Assessments required for CER submission. 4. After CER approval the Sr Plant Performance & Project Engineer will complete all activities required to successfully start up the project. These include (but are not limited to): 1. Commissioning and overseeing required Detail Engineering; 2. Preparation of Bid packages and all cost negotiations in conjunction with Indirect sourcing; 3. Developing and maintaining the Project Execution Schedule, including progress against milestones and deadlines; 4. Regular project reporting (financial and managerial) and accurate CAPEX spend forecasting; 5. Oversee all contractor works and costs; 6. Budgetary responsibility according to DOA; 7. Maintain budget and promptly report all risks to project budget; 8. SHE oversight and monitoring of all contractors. Includes weekly SWP audits on projects in construction and all needed incident investigations, FMEAs, RCAs, etc. 9. All necessary Trackwise items (MOCs, Action Items) as required for Project Start up; 10. Ensure all required validation protocols are written, approved, and implemented in projects in his/her responsibility; 11. Obtain and install into inventory all spare parts judged essential in the criticality review 12. Formulate initial PM programs in the project; 13. PSSR and Start Up Punch List owner; 14. Supporting the Operations RtO manager as they author/edit SOPs and Training Documents; 15. Project Close out and TECO.
