Greenfield Engineering a Saalex Company is seeking a Senior Program Analyst in Lexington Park, MD to provide strategic acquisition, requirements, and financial management support to Naval Aviation programs. The selected candidate will support Integrated Product Teams (IPTs) in planning, budgeting, requirements management, acquisition execution, and program oversight activities. This role serves as a key advisor to program leadership, providing analysis and recommendations to support successful execution of multi-million-dollar acquisition portfolios.

Salary: $115k-$150k annually (depending upon experience)

Essential Functions:
.Provide financial and requirements planning support to the Air Vehicle IPT and Core IPT, managing approximately $70M annually across APN-5 and RDT&E appropriations.
Perform strategic requirements planning, financial analysis, and execution monitoring across fiscal years and the Future Years Defense Program (FYDP).
Monitor execution of requirements and identify, track, and recommend mitigation strategies for urgent and unfunded requirements.
Manage and maintain AMS CSPT requirements and budget data in coordination with IPT Leads and Budget Financial Managers.
Develop and maintain spend plans, funding requests, de-obligation requests, and Work Completion Date extensions.
Review and provide input for budget exhibits, Program Objective Memorandum (POM) submissions, and financial impact statements.
Coordinate requirements planning and Annual Spend Review activities with IPT leadership and functional stakeholders.
Manage AMS PMT inputs and track contract actions in coordination with the Contracts Team.
Develop Procurement Initiation Document (PID) packages and coordinate workflow through PMT.
Maintain Air Vehicle contract tracking data and reporting tools utilizing AMS CSPT, PMT, and NERP.
Mentor junior analysts on acquisition, budgeting, and financial management processes.

Requirements
Required:
Experience supporting DoD acquisition, program management, requirements planning, budgeting, or financial execution activities.
Experience developing and monitoring spend plans, funding requests, contract actions, and budget documentation.
Working knowledge of appropriations, fiscal planning, and the Future Years Defense Program (FYDP).
Experience coordinating with IPT leadership, Budget Financial Managers, Contracts personnel, and functional stakeholders.
Ability to analyze financial execution data and provide recommendations to program leadership.
Desired:
Experience utilizing AMS CSPT, AMS PMT, and NERP.
Experience supporting NAVAIR or other Navy acquisition programs.
Experience mentoring acquisition or financial analysts
Education/Years of Experience:
Bachelor’s degree in Business, Finance, Accounting, Economics, Management, Engineering, Acquisition Management, or a related field required and Minimum of ten (10) years of experience supporting Department of Defense acquisition, program management, financial management, budgeting, or related disciplines.
Security Clearance:
Active Secret clearance required with the ability to obtain a Yankee White clearance. Requirements to obtain a clearance include US Citizenship, security investigation, etc.
