Position Summary:

The Senior Manager- Administration of Health Education Services is based within the Sexual and Reproductive Health Centers (SRH Centers) Unit, a team within Public Health Solutions’ (PHS) larger Neighborhood Health Division. The Centers provide a wide range of patient-centered Sexual and Reproductive Health clinical services including contraception counselling; Sexually Transmitted Infections testing, treatment, and counselling; prenatal care, Ob-gyn care, medication abortion; and more. We also provide health education and outreach services, which aims to promote equitable access to healthcare through education, outreach, and connection to services that address barriers to care. The management of these health education and outreach activities is the Senior Manager position's specific focus.

The Senior Manager will provide administrative grant management support as well as supervision across a range of health education and outreach activities at the SRH Centers, ensuring that employees in charge of implementing these activities have the resources to provide high quality services and meet the deliverables and requirements of PHS funding agreements. The Senior Manager focuses on (1) establishing appropriate administrative, financial, and operational procedures for grant implementation and related services and activities (2) supervising the employees leading these activities, leveraging their technical expertise and skillsets in health education and outreach (3) ensuring that the various streams of funding constitute a coherent set of activities and services that are closely integrated with our clinical services internally and (4) growing the SRH Centers Health education footprint through local and citywide partnerships and development activities.

Specifically, the Senior Program Manager will:

1. Establish appropriate administrative, financial, and operational procedures for grant management, health education and outreach services and activities

  • Become familiar with grant contracts and processes, facilitate and coordinate grant discussion with funding entities related to budget and compliance, support program leads with reporting requirements.
  • Become familiar with existing services and activities in progress (for instance, our Wellness Advocates, health education interventions in schools, in the clinic, and in the community, Peer Support activities, Medication Abortion support services, etc.)
  • Review workplan with program leads to ensure timely completion of grant deliverables.
  • Review financial reporting and organize budget monitoring to ensure appropriate utilization of resources in collaboration with PHS accountant and program leads
  • As needed, establish, review, and communicate Standard Operating Procedures for the management of the services including purchasing and procurement, inventory management, incentive distribution, etc.
  • Manage program leads with handling program audits and funder requests.

2. Supervise the employees leading these activities, leveraging their technical expertise and skillsets in health education and outreach

  • Provide compassionate and thoughtful leadership to program leads (currently, 4 people- three of which supervise a team)
  • Follow best practices for one-on-one and team supervision, promoting autonomy and accountability
  • As needed, assist with recruitment of team members in the field of health education and outreach

3. Ensures the SRH Centers health education and outreach services are closely integrated with our clinical services internally

  • Become familiar with the SRH Centers clinical workflow and referral mechanisms to ensure that participants benefiting from health education services are seamlessly integrated in our clinical services as needed.
  • Participate in SRH Centers teams meeting and huddles and ensures that the program leads share updates about health education and outreach activities that may impact clinical operations.

4. Growing the SRH Centers Health education footprint in the presentation of these services to various partners and stakeholders in the community, for instance, taking part in initiatives such as the NYC Abortion Hub.

  • As needed, initiate and support the implementation of partnerships with local or citywide organizations, schools, colleges, and others that can support our activities through the dissemination of information, participant referrals, training, joint educational or outreach activities, etc.
  • As needed, participate in initiatives such as the NYC Abortion Hub
  • Collaborate with others at PHS to identify new opportunities for funding and manage the grant application process

Qualifications and Requirements:

  • Bachelor's Degree or Equivalent
  • 3-5 years of experience demonstrating growth in project management and program development ideally within the public health and human services. These years of experience should include specifically:
  1. Grant management with a variety of government funding sources (e.g. City, State, and Federal), including responsibilities for grant reporting
  2. Budget management (preferably multiple budgets)
  3. Logistics, administrative and operations management (demonstrate use of purchasing process, inventory tracker, etc.)
  4. Staff supervision
  • Experience in coaching and facilitating group discussion
  • Experience and ability to facilitate difficult conversations.
  • Experience in collaborating with many different stakeholders.
  • Outstanding interpersonal and oral and written communication skills. Ability to represent our organization when needed.
  • A high degree of independence, flexibility, initiative, and commitment.
  • Ability to collaborate effectively in a team.
  • Salary - $83,000.00 - $86,000.00

  • The ideal candidate for this position must be pro-active and self-motivated, who must be able to learn quickly, take initiative and be autonomous, and adapt to various teams in a highly dynamic environment, be savvy with budgets.
  • Well organized, and able to shift gear on short notice without losing focus
  • Strong analytical skills and ability to manage and report complex information.
  • Ability to prioritize and work in a fluid environment with hard deadlines.
  • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.
