Position Summary

The Senior Project Manager is responsible for determining, developing, and recommending strategies and guidelines related to project management and organizational governance within the Highway Division. This position plays a critical role in supporting the Capital Investment Plan (CIP) by streamlining and improving business processes, enhancing project delivery, and sustaining results through performance management practices that promote the effective and efficient use of resources.

A major component of this position is the ability of the incumbent to make critical and time-sensitive independent decisions with respect to the various and numerous projects underway within MassDOT's Highway Division.

The incumbent must make crucial independent decisions based on objective criteria to achieve improved governance, accountability, promote transparency and ensure alignment with organizational goals and mitigating conflicts and in effort to measure success.

The incumbent leads complex projects, agile enablement initiatives, and business process redesign efforts on behalf of the Highway Division. Under the direction of the Chief Administrative Officer (CAO), this role provides strategic oversight, guidance, and technical expertise to ensure effective project execution and alignment with organizational priorities and long-term program objectives.

The Senior Project Manager advises leadership on project progress, emerging risks, and potential impediments; promotes the appropriate use of technology and project management tools; and mentors team members in a team lead capacity. This position is also responsible for developing structured responses to organizational challenges, establishing recovery programs as needed, and advancing program and project management standards and organizational maturity as directed by the Highway Administrator and CAO.

Long-range planning to determine policies, program priorities, and utilizing resources to ensure the efficient and effective implementation of goals and objectives mandated by MassDOT departmental rules and regulations are hallmarks of this position.

Project Strategy and Guideline Development and Implementation

Oversee the design and implementation of strategies, guidelines, and procedures for defining, structuring, and managing projects to ensure consistency and alignment across stakeholder groups. This includes the development of a project management playbook, project risk management strategies and standards, project and organizational change management strategies and guidelines, and providing input into procurement-related strategies and guidelines.

Develop Long-Term Policy to Achieve Formalized Operations

Formulate strategies and guidelines related to project management operations, including formalized procedures for program administration, safety initiatives, and operational effectiveness; Lead and manage the development and execution of projects across multiple teams within the Highway Performance Management Office; Provide strategic planning and high-level guidance to the CAO on resource allocation and project priorities with a focus on CIP alignment; Monitor project progress to ensure adherence to established policies, standards, and timelines, driving the delivery of high-quality, measurable outcomes. Creates policies and initiatives to establish/manage to support emerging transportation technologies while maintaining public safety and engagement/involvement .

Compliance and Oversight

Develop and implement performance management standards and metrics to sustain results and improve service delivery; Evaluate project scope, resources, schedules, and risks in collaboration with project teams, and escalate issues as necessary.; Guide Highway Division leadership in evaluating business process re-engineering initiatives and other strategic priorities; Provide expert, data-informed recommendations to prioritize projects with significant operational and financial impact.

Communications and Strategic Collaboration

Manage internal and external communications to ensure effective coordination and dissemination of project information; Generate comprehensive reports and conduct data analysis on project performance, outcomes, and trends; Organize and facilitate meetings to ensure alignment on roles, timelines, and deliverables; Foster a collaborative, accountable, and results-driven team culture; Advise the CAO on project updates, risks, and impediments; mentor team members and promote effective use of tools and technology; Ensure consistent application of tools, templates, and best practices across all projects; Manage key stakeholders, including staff, vendors, and consultants, involved in business process improvement initiatives and high-priority operational efforts.

Preferred Qualifications

  • Renowned aptitude leading Agile teams in the delivery of complex projects or programs, including the application of Agile frameworks (e.g., Scrum, Kanban) to drive efficiency, collaboration, and continuous improvement.

  • Proven ability to guide cross-functional teams through Agile project lifecycles, including facilitating ceremonies, managing backlogs, and ensuring alignment between strategic objectives and project outcomes.

  • Strong background in business process modernization, continuous improvement, and the development of standardized processes, SOPs, and performance reporting frameworks that improve accountability, transparency, and service delivery.

  • Project Management Professional (PMP), Prosci, Lean, Six Sigma, or similar project, process improvement, or change management certification.

A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I.    A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II.   A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III.  A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV.  A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
