Job Description - Senior Project Manager, Land Acquisitions

Overview:
The Senior Project Manager, Land Acquisitions is responsible for managing complex public and private Right-of-Way (ROW) and easement acquisition projects, including, negotiations, securing easements, and condemnation proceedings. This role will work alongside the acquisition team and client to ensure proper project scoping, administrative oversight and general management, supervision, and coordination of all activities and processes through project life cycles.

Responsibilities:
Project Management:
Effectively manage and plan all aspects of small, medium, or large land acquisition projects and programs.
Understand and apply project management life cycle tools and techniques including: project initiation, scope/schedule/budget aspects, contract terms, financial management and controls, stakeholder/client goals and objectives, project risk/analysis, internal/external communication, team management, change management, and project closeout.
Communicate effectively with property owners from diverse backgrounds.
Manage sensitive deadlines and allocate resources across multiple projects.
Coordinate the work of professional staff including forecasting staffing needs throughout the project life cycle.
Cultivate strong client relationships and identify new opportunities.
Provide technical assistance to resolve issues and concerns.
Adhere to all applicable internal and agency quality review processes.
Identify and implement process improvements.
Support and collaborate with leadership in implementing program and companywide changes and processes.
Personnel Management:
Mentor and train acquisition support staff.
Conduct performance management for direct reports.
Provide clear communications about the project objectives to team members.

Qualifications:
Bachelor's degree in related field or equivalent experience.
Texas Real estate license in good standing, or equivalent.
Minimum of 5 years of experience in a right of way acquisition discipline.
Minimum of 2 years management experience.
Minimum of 3 years working within the Texas Department of Transportation Right-of-Way Acquisition Professional Services (ROWAPS) program.
Ability to successfully lead a project team with diverse professional experiences and levels.
Strong organizational, planning, and prioritization abilities.
Critical thinking, problem-solving, and attention to detail.
Excellent communication skills (verbal, written, interpersonal, and listening).
Experience acquiring real estate interests (ROW) under the Uniform Act and purchasing property under the threat of eminent domain.
IRWA Certification(s) required:

SR/WA, R/W-NAC, R/W-RAC, R/W-URAC
Knowledge and experience in title research, utility ROW and easement acquisition practices, and permanent/temporary easements.
Ability to read, review and understand ROW plans, legal descriptions and real estate documents including deeds, easements and leases, etc.
Ability to understand applicable laws, policies and procedures that govern each project.
Proficiency in Microsoft Office.
Willingness to travel occasionally for project work and business development.
Ability to work Monday

Friday, 8am to 5pm with occasional overtime as needed.
