Job Description - Senior Residential Services Manager



Full-time


Description

The Senior Residential Services Manager is charged with the overall operations and regulatory compliance of selected group homes. He/she serves as the primary liaison between group homes and any agency outside of the association to include: DHHS, OADS, Fire Marshall, MaineCare, PIU, APS, licensing, Case Managers, and respective family members or guardians representing group home residents. 

The Senior Residential Services Manager is responsible with the provision of effective programming to the residents in support of their Person-Centered Plan and Service Plans. This includes ensuring 100% electronic documentation of daily documentation, goals, and service plans are completed in accordance with regulatory guidelines. 

The Senior Residential Services Manager is responsible for ensuring appropriate staffing of group homes and validating the needs for requested hours and demonstrating that the necessary support hours were provided both from a clinical documentation perspective and from a payroll perspective.


Requirements

  • Understands all facets and aggressively applies governing regulations in each home supervised regardless of location, acuity, or status of licensure. 
  • Ensures all residential leadership is thoroughly trained in DHHS licensing regulations, and Association policy and procedures. Establishes systems to ensure comprehensive and ongoing training. 
  • Demonstrates fluency in EMR software, EIS, Payroll, HR, and Managed Care programs. Monitors department to ensure training in and compliance with software programs.
  • Trains residential leadership on the need to ensure all residential goals are relevant (functional), medically necessary, and there is a plan to train staff on how to implement goals as outlined in the PCPs (to include reviewing of all residential client PCP narratives). 
  • Attends client meetings as requested and attends DHHS three person committee meetings.
  • Reviews and follow-up (as necessary) of all IA Critical Incidents and Reportable Events that occur within the Residential department.
  • Supports residential management in hiring, managing and evaluating of managers. Mentors managers as appropriate. 
  • Provides administrative support/guidance and documents routine supervision for assigned managers especially as it relates to support and guidance from outside the association. 
  • Participates in and monitors the referral process including the review of written materials, assessment of skills and needs and determination of the program’s ability to meet those needs.
  • Ensures that the training needs of the residential department are identified and followed through. This includes individual specific trainings.  
  • Participates in the development of budgets for the group homes and the oversight and monitoring of approved program budgets as well as approval of all residential group home expenditures (ie, receipts, bonuses, petty cash, stipends, gas, etc.)  
  • Provides crisis management support and problem-solving strategies to peers, co-workers, managers and direct care staff.
  • Ensures residential systems are in place to ensure maintenance and accuracy of records of the people served, physical plant standards, and required fiscal documentation in keeping with the Association’s standards and in compliance with the criteria established by the Department of Labor, DHHS licensing and regulatory standards and other State and/or Federal regulators such as OADS, HUD, etc. 
  • Monitors implementation of the Association’s policies regarding consumer rights, principles of normalization, confidentiality, inclusion, and interdependence.
  • Develops and maintains positive working relationships with funders, regulatory agencies, IA personnel, people served, parents, family members and community members and serves as the lead for new residential development, construction or closures.
  • Represents the association in public venues to interested groups and individuals when requested to do so by the Executive Director. This may include speaking to civic or fraternal organizations, providing tours of facilities to interested groups or individuals and developing positive relationships with individuals or organizations in the area that may develop into active working partnerships.

MINIMUM QUALIFICATIONS:

  • A minimum of five years of IDD experience 
  • A minimum of 3 years managerial experience
  • Reliable transportation, insured personal vehicle and be eligible to be covered by agency liability insurance
  • Clean criminal, driving, adult protective, and child protective records
  • Must hold valid Maine DSP Certificate, or obtain one within 3 months of hire
  • Must have demonstrated communication skills, including the ability to read, write, speak and understand the English language so that the support of individuals served can be met, and so that the relationship and work with co-workers, team members and health professionals is successful.
