Summary:

Goldbelt C6, LLC., is seeking a Senior Strategic Advisor to provide contract support to the Bureau of Educational and Cultural Affairs Office of the Executive Director Procurement and Admin Services Division (ECA-IIP/EX/PAS). The work will cover all elements of ECA operations, and require substantial interaction with members of ECA, the Department of State community, and stakeholders outside of Department of State which require regular interaction and engagement. This includes, but is not limited to, other government agencies, Congress, implementing partners, and other affiliated members. Each of these entities have deep interests in facets of ECA operations, often with varied goals in mind. In order to effectively engage these groups, detailed subject matter expertise and historical insights are required. The consultant shall serve as a Senior Expert in identifying and interacting with pertinent parties, as well as in providing historical knowledge and expertise to identify inconsistencies/discrepancies between the knowledge being acquired and analyzed, and the larger historical background and trends. The Senior Strategic Advisor will also share experience and knowledge of State Department cultural exchanges to objectively evaluate practices and operations.

Responsibilities

Essential Job Functions:Provide subject matter expertise in strategic reviews across ECA while maintaining awareness of interest and strategic drivers of stakeholder groups. This includes providing expert advice to ECA leadership on ways to proceed with reviews while navigating sensitivities of stakeholder communities.Maintain knowledge of Congressional activities related to ECA programs.Provide summations and strategic insight documents to ECA leadership as necessary related to the frequency of the Congressional activity.Maintain awareness and document insights into broader educational and academic affairs communities, including lobbyist groups, as necessary related to the frequency of community activity.For high profile engagement and speaking events, provide review of Assistant Secretary level speeches and talking points. This includes providing advice and guidance to ensure effective messaging, while simultaneously maintaining awareness of stakeholder groups interests.Qualifications

Necessary Skills and Knowledge:

Demonstrated subject matter expertise in foreign policy and the Bureau of Education and Cultural Affairs.Must be able to provide advice and expertise on a particular topic or task that advances that customer's missionHolds institutional knowledge of the relevant subject matter.Advises and/or recommends to senior management processes or procedures rooted in industry best practices.Does not require significant supervision to carry out routine orcomplex tasks.Minimum Qualifications:

Masters Degree required in field relevant to subject matter at issue.Minimum of 10 years of experience in strategic planning, management consulting, or a related field.
