The Senior Transition Manager provides high-impact Science and Technology (S&T) transition management, commercial market analysis, and strategic stakeholder coordination to the Warfighter Performance Department (Code 34) at the Office of Naval Research (ONR). The role focuses on leveraging commercial industry advancements, understanding private funding ecosystems (venture capital/private equity), and utilizing dual-use technologies to bridge critical Department of the Navy (DoN) transition gaps, accelerating the delivery of capabilities to the Fleet.
The Technology Transition Support Contractor plays a pivotal role in bridging the gap between ONR Code 34's research investments and formal acquisition pathways by capitalizing on both commercial industry innovation and traditional defense pipelines. Operating across unclassified (NIPRNET) and classified (SIPRNET) environments, this role goes beyond standard bureaucracy to actively analyze the commercial tech sector, private venture funding landscapes, and non-traditional defense contractors. By facilitating strategic dialogue across Navy, Marine Corps, and Joint Staff stakeholders (including OPNAV, SYSCOMs, PEOs, and DARPA), the contractor aligns external market-driven capabilities with naval operational requirements. Key responsibilities include managing transition portfolios (such as Future Naval Capabilities, SBIRs/STTRs, and Core Programs), drafting critical milestone agreements (Transition Deployment Agreements, "Path to the Fleet" roadmaps), and providing leadership with market-informed investment analysis. The contractor ultimately acts as a vital bridge, aligning private sector agility and commercial investment with DoN procurement programs to overcome the S&T "valley of death."

Compensation: $100,000-$130,000 (annualized USD). This range represents the standard pay for this role and is just one component of ATSI's total compensation package. The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience.
