JOB POST OPENING - SENIOR UTILITY FOREMAN
Title: Senior Utility Foreman (Water, Sewer & Storm) – Growth to General Foreman
Location: Maryland / DC Metro Area
Reports To: Project Superintendent or Construction Manager
Status: Full-Time | Field-Based | Advancement Track

POSITION SUMMARY

PrimECS is looking for a Senior Utility Foreman with hands-on experience in underground water, sanitary sewer, and storm drainage installation. This role is responsible for managing a field crew, ensuring quality installation, coordinating with field supervision and inspectors, and maintaining safety and compliance.

We are seeking someone ready to step into leadership now — and who can grow into a General Utility Foreman role within 6 to 12 months as our utility backlog increases. This is an excellent opportunity for a foreman ready to take the next step in managing multiple crews and larger scopes.

RESPONSIBILITIES

• Lead and supervise a crew (laborers, pipelayers, and operators) in daily utility installation work:
  
  
  
  • Water mains (DIP, PVC), hydrants, valves, services
  
  
  • Sewer lines (gravity), manholes, laterals, testing
  
  
  • Storm drains, RCP/HDPE, inlets, end walls
  
  
  
  


• Read and interpret utility plans, cut sheets, and survey stake-outs.


• Verify trench depth, grade, slope, and bedding before pipe installation.


• Enforce trench safety, confined space protocols, and site clean-up per specs.


• Coordinate with the project manager, testing agency, and inspectors for: Compaction testing, Chlorination and pressure testing, and Air and vacuum testing for sewer/manholes


• Track crew productivity, material needs, and report issues from the field.


• Use tablets (or be willing to learn) for documentation and plan access.


• Support pre-bid walkthroughs or production planning with field input.

REQUIREMENTS

• 10+ years of experience in underground utility construction


• Proven ability to lead a crew in water, sewer, and storm installation


• Experience with WSSC or similar municipal utility specs, Utility testing and inspection coordination as well as Pipe laser, grade rods, and survey reading


• Must be safety-minded and organized


• Basic tech comfort (or willingness to train) using tablets, cloud-based plans


• Valid driver’s license (CDL is a plus)


• OSHA 30 is preferred but can be taken within 90 days of joining.


• Trench safety certification a bonus but can be taken within 90 days of joining.


• Bilingual (Spanish/English) a plus


• Ability to travel in the Mid-Atlantic region
