Position Summary:

The Senior Vice President of Facilities and Operations Management is responsible providing leadership oversight for facilities related services for all Atlanta Housing Facilities (residential and administrative buildings), vacant property assets, and leased agreements. This position will also oversee the fleet management, safety, and distribution functions.

Essential Duties and Responsibilities:

Facilities & Operations:

• Establish performance measures for each asset to ensure performance consistent with Authority operational objectives and applicable HUD requirements.
• Ensure that all property operations are carried out in a manner consistent with applicable Authority policies and procedures, HUD regulations, federal, state and local laws, and all Fair Housing and Equal Opportunity requirements.
• Initiate and participates in the procurement to ensure the effective operation of the properties and preservation of the assets.
• Conduct property inspections and performs sample compliance audits to ensure operations in accordance with applicable regulations and policies.
• Physical conditions of the properties are regularly assessed and incorporated into maintenance and capital improvement planning.
• Contracted capital improvements and maintenance are performed in accordance with contract terms and completed in a timely manner within cost constraints.
• Safety and security of facilities are maintained.
• Sites, Buildings, Systems, and Units are inspected in accordance with applicable schedules and guidelines, and that correction of deficiencies are undertaken in a timely fashion.

Fleet Management:

• Directing the programs for acquisition, assignment, utilization, maintenance, repair, replacement, and disposal of AH fleet vehicles 

Distribution:

• Manage the centralized services section, including budget, personnel, and contracts.
• Manage budget, make recommendations for purchases, and manage expenditures.
• Manage performance of scanning and distribution teams, including Scanning Preparation, Scanning, QA/Validation, Post-Production, Mailing, and Printing; manage ingestion into SharePoint 2010, including manual tagging and verification of automatic tagging.
• Work closely with Records Managers and agencies to negotiate and manage service level agreements with departments.

Education and Experience:

• Bachelor’s degree. Master’s degree in facilities management, engineering, architecture, business administration or a related field, and seven years of experience in facilities management which includes supervisory and budget management experience
• 7+ years of Facilities Management experience
• Experience managing Fleet, Safety, and Distribution functions.
• Valid driver's license and an insurable driving record.
• Project Management experience preferred. 

Working Conditions:

Works in an office environment; however, due to the nature of the position may be required to do site visits and therefore will be subject to the elements. May require frequent reading, researching, bending, stooping, reaching and prolonged sitting and/or standing.  May require lifting typically not to exceed 10-20 pounds.  Occasional travel may be required. Must be able to work in a deadline-focused and pressure-driven environment. May be required to have a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on the company's “Authorized Driver’s List.”  Additional hours may be required to meet workload demands.
