Nationwide IT Services is seeking a full-time Senior-Level Capability Assessments, Experimentation and Future Requirements Analyst to support the Naval Surface and Mine Warfighting Development Center (SMWDC). The candidate will provide Subject Matter Expert support of surface, air, and mine warfare mission areas to enhance warfighting readiness and increase the lethality and tactical proficiency of the Surface Force.

The Naval SMWDC’s mission is to increase the lethality and tactical proficiency of the Surface Force across all domains. Central to this mission is developing Warfare Tactics Instructors (WTI). WTIs are the Surface Navy’s tactical warfighting experts. They serve as force multipliers throughout the Fleet through contributing to Fleet combat readiness, refining and modernizing critical surface warfare doctrine and leading live kinetic naval combat operations.

Duties and Responsibilities:
  • Support SMWDC HQ, FFC, CPF, CNSF and OPNAV in capability assessments across all SMWDC-owned mission area capabilities. 
  • Support, assist, review and make recommendations to ensure all requirements are anticipated and scope enables program execution.
  • Develop issue papers supporting future requirements to improve advanced training by conducting assessment of investments that compares POM requirements to actual execution and delivery in the applicable budget year.
  • Develop plans and programs that will improve war fighting performance and readiness of the surface forces and integrate those requirements into the SWTC, IPCL, FTW, SURFRG, and other formal budgeting plans.
  • Review, comment, and draft Fleet Warfighting Concepts of Operation (CONOPS), Concepts of Employment (CONEMP), and other operational requirements documents.
  • Evaluate, assess and monitor unit-level mission area readiness and operational capability through direct observation or indirect analysis of performance metrics to support units’ preparation for, and completion of the advanced training phase.
  • Conduct analysis of Fleet Wholeness trends and projects. Work in coordination with Fleet offices to identify operational requirements and in cooperation with Fleet Training agents and program resource sponsors to determine improvements necessary to meet Fleet Wholeness and readiness objectives.
  • Provide analytical and technical analysis for impact studies, operational cost/benefit analysis, dependency models, and project tracking that support capability assessments, experimentation and future requirements tasks. 
  • Monitor trends in operational proficiency and training/readiness shortfalls to determine where Force Wholeness and Readiness improvements are needed/required.
  • Draft white papers, issue papers, concept papers, impact statements, technical reports, meeting summaries, or other material that document results meetings or analyses, and/or pertinent issues relating to SMWDC Planning or capability activities.
  • OCONUS Travel may be required.

Job Qualifications:
 
  • Possess current Security Clearance of SECRET.
  • At least 15 years of recent experience as a Qualified SWO.
  • At least 5 years of recent experience in technical writing, writing Project Objective Memorandum (POM) issue papers, dualies, CONOPS, CONEMPS, or similar documents.
  • Knowledge of and/or experience with the U.S. Fleet Forces Warfighting Improvement Process (WIP).
  • Experience within the last 8 years on the OPNAV Staff in the N8 or N9 branch, or equivalent.
  • Knowledge of and/or experience with the DoD Acquisition process.
  • At least 5 years of recent proficiency with Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word, Teams, Outlook, SharePoint)
