Technical Editor providing critical documentation support for both Ship Anti-Submarine Warfare (SHAREM) and Mine Warfare (MIREM) Readiness and Effectiveness Measuring programs at Surface and Mine Warfighting Development Center (SMWDC) in San Diego. This position ensures the professional quality and technical accuracy of all program deliverables, including exercise plans, operational orders, analysis reports, and briefings that directly influence Navy tactical development and fleet readiness decisions. The editor collaborates with senior analysts, program managers, and warfighting experts to transform complex technical data into clear, actionable documentation for military leadership and coalition partners.
ESSENTIAL FUNCTIONS
Document Preparation & Editing
* Edit and prepare Exercise Plans, Test Plans, and Operational Orders (OPORDs) for 8-12 annual exercises
* Review and refine Reconstruction and Analysis Reports, ensuring technical accuracy and clarity
* Edit After Action Reports (AARs) and Quick Look messages within strict timelines
* Prepare Annual Reports synthesizing year-long ASW/MCM performance data
* Edit Cross-REM Analysis documents examining trends across multiple exercises
* Ensure consistent terminology and formatting across all program documentation
Technical Content Development
* Collaborate with Operations Analysts to translate statistical findings into clear narratives
* Work with Exercise Planners to develop comprehensive exercise documentation
* Support Program Managers in preparing monthly status reports and briefings
* Coordinate with ASW/MCM Analysts to document tactical recommendations
* Transform complex technical data into executive-level summaries
* Develop graphics and visualizations to enhance document clarity
Quality Assurance & Compliance
* Ensure all documents meet military publication standards and formatting requirements
* Apply Government Printing Office (GPO) Style Manual guidelines
* Implement DoD writing standards and Navy correspondence requirements
* Verify classification markings and distribution statements
* Ensure OPSEC compliance in all published materials
* Maintain version control and document configuration management
Stakeholder Coordination
* Interface with warfighting subject matter experts to verify technical content
* Coordinate reviews with multiple analysts and program personnel
* Support foreign disclosure reviews for coalition partner documentation
* Facilitate document coordination with SMWDC leadership
* Manage review cycles and incorporate stakeholder feedback
* Ensure timely delivery of all required deliverables
Presentation & Briefing Support
* Develop professional presentations for planning conferences and senior briefings
* Create standardized templates for recurring reports and briefings
* Support creation of exercise concept briefs and planning materials
* Assist in preparing congressional and flag-level briefing materials
* Ensure visual consistency across all program presentations
* Maintain presentation libraries and reference materials
Message & Correspondence Preparation
* Format naval messages in accordance with NTP-3 requirements
* Prepare official correspondence for program leadership
* Edit operational messages for exercise coordination
* Ensure proper routing and addressing of military correspondence
* Support preparation of foreign disclosure documentation
* Maintain templates for standard correspondence formats
Education:
* Bachelor's degree (any field)
Experience:
* 8+ years of experience using Microsoft Office suite as primary work tools
* 4+ years of naval experience or equivalent military/defense documentation experience
* Demonstrated experience editing technical or military documents
* Experience working with multiple stakeholders under tight deadlines
Technical Skills:
* Expert proficiency in Microsoft Word, including styles, templates, and long documents
* Advanced PowerPoint skills for professional presentations
* Strong Excel skills for data presentation and table formatting
* Capability to prepare technically accurate briefings, reports, and correspondence
* Excellent command of English grammar, punctuation, and style
PREFERRED QUALIFICATIONS
Editorial Expertise:
* Experience editing military tactical publications or operational documents
* Familiarity with naval warfare terminology and acronyms
* Knowledge of Joint/NATO publication standards (ATP, MTP, NTP series)
* Understanding of military decision briefing formats
* Experience with exercise documentation (OPORDs, OPTASKs)
Technical Skills:
* Adobe Creative Suite for advanced document design
* SharePoint for document management and collaboration
* Visio for technical diagrams and process flows
* Basic data visualization tools (Tableau, Power BI)
* HTML/CSS for web-based documentation
* Experience with documentation version control systems
Security & Compliance:
* Knowledge of classification marking requirements
* Understanding of OPSEC and INFOSEC principles
* Experience with foreign disclosure documentation
* Familiarity with CUI marking and handling
* Knowledge of distribution statement requirements
Professional Background:
* Technical writing certification (STC or similar)
* Military service in administrative or operations roles
* Experience supporting operational commands
* Previous SMWDC or warfare center experience
* Background in ASW, MCM, or naval operations

COMPLIANCE REQUIREMENTS
