Job Description:

Title: Site Administrator  

Classification: Exempt  

Salary: $68,000-$70,000/year

 

Scope of Position: The Site Administrator is responsible for overseeing the daily operations of partner agencies within the Job Connect system, as defined by the NWPA Workforce Development Board (WDB). This position supports the implementation of Memoranda of Understanding (MOUs) with mandated partners and supervises activities and resources to achieve service delivery objectives and performance goals. The Site Administrator monitors customer satisfaction among jobseekers, employers, community stakeholders, and the NWPA WDB through formal and informal evaluation methods. The position also supports partnerships with community-based organizations and other stakeholders that provide services to employers and jobseekers throughout the region. 

 

Essential Functions 

Daily Center Operations 

  • Provide functional supervision to Job Connect staff to ensure services and resources are available  
  • Support a positive, collaborative, and customer-focused environment 
  • Communicate with center staff  
  • Identify training needs of partners and present to NWPA WDB 
  • Implement integrated service plan as approved by NWPA WDB and partners 
  • Monitor customer flow and implement solutions for bottlenecks 
  • Work with partner leadership on strategy to reach goals, improve service, and identify areas of improvement 
  • Inform and update Job Connect Partners on activities, policies, and procedures 

 

Delivery of Services/Creating Integrated Services Strategy 

  • Conduct regular full Job Connect staff and Job Connect Program Manager meetings 
  • Monitor the delivery of services provided by partner agencies and report activities to NWPA WDB 
  • Implement the system approach that will meet the diverse needs of all customers relating to registration, eligibility, assessments, training offerings and job placement 
  • Support a welcoming environment within the Job Connect that will align all services to better serve jobseekers, employers, and the community 
  • Promote a unified service delivery model by encouraging partner staff to identify with services and customer outcomes rather than individual agencies 
  • Oversee Community Based Organization referrals and walk-in traffic 
  • Manage the room schedules, trainings, center calendar, and workshops 
  • Implement marketing plan for new center partners as defined by NWPA WDB  
  • Monitor and ensure that all services/policies required by WIOA, the state, and NWPA WDB are available to jobseekers and employers 
  • Monitor and evaluate customer service 
  • Maintain/monitor working relationships with partners 
  • Monitor usage and input of data in the Commonwealth Workforce Development System 

 

 

Partnerships for Promoting Job Connect Center Services 

  • Partner with the WDB to identify, recruit, and engage new organizations that strengthen the One-Stop delivery system and expand available services 
  • Monitor foot traffic for all events held at the Job Connect 
  • Identify and support improvements in new efficiencies in operations and delivery of services 
  • Monitor program statistics and service offerings to identify trends and opportunities for improvement 
  • Create an environment that supports effective communications among all partners 

 

Engaging Employers  

  • Monitor delivery of services and fulfillment of job postings of designated partner organizations and report activities as required 
  • Work with the Business Services staff in implementing the business plan in developing relationships with local businesses and developing network events 
  • Build on existing relationships with employers to promote the services of the Job Connect 

 

Supporting the Physical and Electronic Resources of the Job Connect 

  • Conduct inventories and orders shared supplies through the County of Lancaster 
  • Serve as the primary point of contact for facility operations, including landlord relations, County of Lancaster Maintenance, telecommunications systems, and secure-access providers 
  • Manage the email domain 
  • Serve as the primary liaison for shared PC resources, LAN services, and Service Desk support 

 

Reports  

  • Monitor progress on all contractual performance requirements as defined by Lancaster County 
  • Ensure compliance with all federal/state accessibility requirements and related policies 
  • Review all reports for accurate completion of required documentation 
  • Present performance reports and provide corrective actions as needed 
  • Submit all required reports related to Job Connect services as required by WIOA, state, NWPA WDB

Education and Experience Requirements 

  • Bachelor’s degree or equivalent experience required 
  • 5-7 years of previous management/supervisory experience preferred 
  • Experience leading teams and building and maintaining strategic coalitions and partnerships 
  • Ability to converse with a wide range of professionals and demonstrate a positive professional attitude 
  • Experience in career counseling and business outreach 
  • Strong organizational, prioritization, and problem-solving skills 
  • Strong leadership skills with a demonstrated ability to thrive in environments with multiple stakeholders, frequent change, and diverse objectives 
  • Proficient in Microsoft Office applications 
  • Clean driving record, valid Driver’s License, and reliable vehicle required
