Job Description - Site Manager - Urgent Position

Alliance is the largest exclusive air emissions stack testing services company in the United States. Alliance Emissions Monitoring (AEM) is our Leak Detection and Repair (LDAR) division. Alliance Technical Group is looking for a Site Manager. This role is based in the Wilmington, CA area. This Site Manager position pays between $40/hr to $44/hr and is a great next step to take in your career path with a growing company.

This person manages the day-to-day operations of a project site’s Leak Detection and Repair (LDAR) program under the guidance of the Area Compliance Manager; provides guidance to site technicians and oversees work requirements.

Essential Functions

  • Manages project site’s LDAR program; prioritizes and addresses work assignments; provides leadership and addresses on-site personnel and staffing issues
  • Prepares and distributes operational and regulatory reports
  • Ensures completion of daily, weekly, monthly, and quarterly QA/QC activities in accordance with Alliance SOPs; prepares and distributes operational and regulatory reports and ensures completion of audit items
  • Interfaces daily with project site’s LDAR representative to ensure schedules and milestones are achieved, work efforts are aligned with needs of the program and resources are adequately deployed to ensure compliance with applicable regulations
  • Acts as Site Safety Officer and ensures all activities consistently adhere to Alliance’s standard operating procedures (SOPs) and the Health & Safety Management System; conducts safety investigations as needed; performs ongoing field safety audits in accordance with Alliance’s Health and Safety policies
  • Ensures accuracy and quality of precision calibration procedures executed for monitoring instruments in accordance with EPA Method 21
  • Acts as Alliance’s point of contact in working with customer and other contractors to resolve issues that may arise
  • Generates and maintains reports for the customer to measure productivity and ensure schedules are being met
  • Utilizes project site’s LDAR data management system to ensure compliance with all inventories, monitoring, repair, and re-inspection requirements as dictated by applicable regulations
  • Oversees integrity, accuracy, and security of all data maintained by the project’s LDAR data management system
  • Generates Inspection Progress Reports and distributes them in accordance with site-specific distribution lists
  • Accompanies regulatory agency auditors during audits to ensure compliance and initiate corrective actions
  • Performs equipment audits; regularly monitors the working integrity of various tools, such as company vehicle, calibration gases, 4-gas monitor, harness, personal protective equipment, etc.
  • Communicates and schedules repairs and rechecks with client maintenance department
  • Reviews Pipe and Industry Diagrams (P&IDs) for changes or possible required corrections and updates
  • Oversees in-shop maintenance activities; maintains cleanliness of company property, including office, vehicle, and other work areas; performs unit walkdowns for weekly AVO leak scans, housekeeping checks, and to ensure all equipment/process changes are reported
  • Addresses team member performance issues; ensures all team members abide by Alliance policies, procedures, and standard practices; monitors attendance and on-time arrival of Alliance personnel; imposes disciplinary measures as needed with guidance from management; schedules and performs other administrative duties, such as submitting receipts, doing timesheets, and reviewing methods
  • Conducts interviews with potential employees and reviews abilities for potential new hires; leads new hire onboarding, including conducting and/or overseeing new hire initial training
  • Provides training and assistance to technicians as needed
  • Performs other job-related duties as assigned

Supervisor Responsibilities

  • Supervises, hires, trains, provides work direction, and problem-solving assistance for employees. Also oversees the daily operations of other staff.

Required Qualifications

  • Minimum 4-5 years of LDAR monitoring program experience; some experience in a mechanical work environment
  • Prior supervisory experience at Lead Technician level or above
  • Completion of Alliance’s LDAR consent decree training, EPA Method 21 Training, and Leak Minimization/First Attempt Training
  • Ability to obtain and maintain site-specific drug and/or alcohol testing, as well as ability to obtain proper clearance as required for site-specific facilities access

Knowledge, Skills & Abilities

  • Strong interpersonal, leadership, and communications skills
  • Highly proficient in various types of LDAR data management programs; ability to read and decipher Piping and Instrumentation Diagrams (P ability to decipher and accurately apply local, state, and federal LDAR compliance regulations
  • Ability to use basic software programs, including MSWord, Excel, Outlook; ability to track timekeeping and utilize other enterprise management systems
  • Ability to lead teams effectively and help others to achieve results
  • Ability to balance and achieve positive results in the areas of safety, quality, productivity, cost management, and team member deployment
  • Capable of using good judgement and holding others accountable for achieving expected results
  • Analytical skills; ability to properly investigate potential compliance issues and determine root cause of problems after elevating to customer or project manager
  • Mechanical and hand tool knowledge; electrical skills; knowledge of refining process equipment (i.e., exchanger, vessel, pump, compressor, etc.) and how they mechanically operate
  • Ability to travel extensively, including on the weekends
  • Extremely high knowledge of Alliance’s SOPs as well as Alliance’s Health and Safety Management System
  • Ability to work in physically demanding field conditions; physical endurance
  • Ability to perform effectively at heights; ability to operate lifts/sky jakes and other large equipment
  • Awareness of personal and industrial safety requirements, particularly in relation to signs of heat stress and exhaustion and emergency first aid
  • Valid driver’s license; must be able to meet a Motor Vehicle Review in accordance with Company policy
  • Ability to pass Alliance’s pre-employment physical exam, drug, and alcohol testing
  • Ability to read, count, and write to accurately complete all documentation
