Position Overview
LRS Federal is seeking a dedicated, full-time Site Safety and Health Officer (SSHO) to manage on-site safety operations for an upcoming federal project in Edinburg, TX.
This position requires 100% full-time, on-site presence whenever work is being performed. The SSHO will act as LRS Federal’s primary agent for implementing, enforcing, and auditing the project-specific Accident Prevention Program (APP) in strict accordance with federal safety regulations (OSHA / USACE EM 385-1-1)
.
Note: Per federal regulations, the SSHO is a dedicated safety role and may not double as the Project Superintendent or perform dual production duties.
Mandatory Qualifications ("Must-Haves")
Candidates who do not meet all of the following criteria will not be considered:
Experience:
Minimum of five (5) years of continuous safety experience in supervising or managing safety programs on construction projects similar in size, scope, and complexity.
(Alternative: Minimum of 3 years of experience if candidate possesses a relevant safety/engineering degree or credentials such as CSP, ASP, or CHST).
Training & Certifications:
OSHA 30-Hour Construction Safety card (completed within the last 5 years).
Formal 40-Hour EM 385-1-1 training certificate.
Proof of completing 24 hours of documented safety and health continuing education/competency training within the last 3–5 years.
Current CPR and First Aid certifications.
On-Site Requirement: Must be located in or willing to commute daily to the job site in Edinburg, TX (no remote work or hybrid options).
Federal Suitability: Must be able to pass a background check and obtain federal security access/badges required for the facility.
Key Responsibilities
Daily Safety Management: Be physically present on the job site at all times during construction operations to conduct daily safety inspections, hazard analyses, and safety audits.
Plan Enforcement: Manage, update, and enforce the site-specific Accident Prevention Program (APP) and ensure all Activity Hazard Analyses (AHAs) are reviewed and followed prior to beginning new phases of work.
Stop-Work Authority: Exercise direct, immediate stop-work authority for any conditions, practices, or equipment operations that pose an imminent danger to personnel, property, or the environment.
Training & Briefings: Conduct daily/weekly safety tool-box talks, site-specific safety orientations for all new trade workers, and job hazard briefings.
Incident Investigation: Lead all incident, injury, near-miss, and property damage investigations; prepare detailed Root Cause Analyses (RCAs) and corrective action reports for submittal to the federal contracting officer.
