Position Description


The Site Safety & Health Officer (SSHO) is responsible for the development and/or review of the Accident Prevention Plan, activity hazard analysis’s, amendments to the accident prevention plan, on site safety education, tool box safety meetings, all around safety compliance of the project, and a proactive innovative attitude towards solving difficult site specific safety issues.  The SSHO is responsible for managing, implementing and enforcing the project Accident Prevention Plan.  The SSHO shall provide full-time on-site safety and occupational health management, surveillance, inspections, training and safety enforcement.





Responsibilities



  • Prepare daily reports, job diaries, narratives, back charges, notice documentation, and other special documentation as may be determined by the Company and by project needs.

  • Maintain safety and health standards in accordance with the appropriate federal regulations.

  • Ensure all employees comply with applicable safety and occupational health requirements including wearing of PPE, reporting of activities, accident prevention, and safe work environments.

  • Provide site compliance through daily site inspections and daily safety reports.

  • Development and/or review of Accident Prevention Plan, AHAs and crane and rigging plans.

  • Provide onsite safety education to subcontractors.

  • Coordination of safety issues with the Quality Control Manager and Site Superintendent on new definable features of work.

  • Provide management and oversite of site specific safety activities.  Examples – Crane Lift Plan, abatement, lockout/tag out activities, etc.

  • Prioritization of daily tasks to maintain safety compliance and project schedule.

  • Demonstrate in depth knowledge of EM-385-1.1, OSHA 29 CFR 1910 and 1926

  • Conduct mishap investigations and complete required accident reports.

  • Ensure subcontractor compliance with safety and health requirements.

  • Provide first day site safety orientations for all new employees.

  • Maintain the OSHA 300 form.

  • Maintain applicable safety reference materials on the job site.

  • Maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution.

  • Maintain current SDS (MSDS) list of hazardous chemicals on site

  • Prepare monthly contractor self-evaluation checklist

  • Other duties as assigned.


 


Minimum Qualifications



  • Minimum five (5) years of experience as a Site Safety Health Officer/Superintendent on Federal Installations.

  • Ability to obtain and maintain a U.S. Government Security Clearance (if required).

  • Must be able and willing to pass a background check for work on Federal Installations.

  • Degree in Construction Management or Architecture desired.

  • Must have a complete understanding of safety practices and standards –EM385.

  • Must be familiar with EM 385-1-1, have experience in the areas of hazard identification, safety compliance and sustainability, and be familiar with construction management software.

  • Familiarity with Job Order Contracting and IDIQs.

  • Must demonstrate good communication and organizational skills required for government and design/build projects and for daily interaction with government construction management staff.

  • Certification from construction Quality Management Class.

  • Knowledge of a wide range of construction materials, methods and techniques.

  • Proficient with computer software used in the construction industry (including but not limited to: MS Office (Word, Excel, Outlook) and Adobe or Bluebeam)

  • Valid driver’s license and all necessary certifications for working on a government base or installation.
