POSITION SUMMARY:

Under the direction of the Tribal Chairperson, the Social Services Director will be responsible for ensuring that the therapeutic and medically related, emotional and social needs of the clients are met and maintained on an individual basis in accordance with policies and procedures and current federal, state and local standards, guidelines and regulations. Responsible for planning, developing, grant writing, grant tracking, and overseeing social service programs to meet the needs of individuals, families, and communities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Investigate and handle child abuse/neglect referrals and respond appropriately with prevention or intervention services.


• Performs activities and duties as required by SAMHSA grants and other Grants Agencies


• Tracks grant allocation, ensures programs comply with Federal, State, and Local regulations, maintains records, and prepares reports for senior management and tribal committee.


• Financial Oversight, manage budgets, allocate resources effectively, and participate in fundraising or grant writing to support program funding.


• Participates in development of individualized treatment plans and oversee subordinates in their implementation.


• Planning and scheduling all trainings related to the Pala Mental Health project.


• Take referrals and completing following up.


• File and maintaining proper documentation ensuring all files are secure.


• Protecting confidentiality by following department and HIPPA guidelines.


• Following all mandatory laws concerning children.


• Identify therapeutic, cultural, awareness and educational activities for victims, disseminating this information to all project partners.


• Involves clients and families in care planning, encouraging their attendance at care conferences.


• Mediates issues that arise among clients, families and staff.


• Ameliorates emotional distress of clients and families.


• Provides linkage with appropriate community resources by maintaining knowledge of other systems, making referrals and identifying unmet needs.


• Provides clients and families with crisis management services.


• Assists residents and families with financial questions and makes appropriate referrals.


• Coordinates visits by facility mental health providers and makes resident referrals.


• Coordinate with other agencies, facilitate outreach and education initiatives, and act as a liaison between the organization and community partners


• Helps residents and family prepare for and cope with losses, including aging and death.


• Educates self-regarding psychosocial needs that encompass social, ethnic, religious and cultural diversity of individual residents.


• Attends court cases as needed.


• Develop and implement social service programs and policies, assess community needs, and evaluate program effectiveness, adjusting as necessary


• Staff Supervision. Recruit, Train, Mentor and Supervise Social Services Staff, ensuring high quality service delivery.


• Responsible for conducting an interview for Social Services applicants and potential candidates


• Establish and review departmental policies and procedures ensuring alignment with organizational goals and professional standards.


• Manage subordinates' hours, pto, and other timecard-related issues


• Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Demonstrate skills in crisis intervention and advocacy.


• Proven track record in program development and execution.


• Strong leadership and team-building skills.


• Experience with budget management and resource allocation.


• Previous supervisory or management experience.


• Strong understanding of social work principles and practices.


• Excellent organizational and time management skills.


• Ability to manage multiple projects simultaneously.


• Strong ethical standards and integrity.


• Ability to work collaboratively with diverse groups.


• Must be able to function independently and have flexibility, personal integrity and the ability to work effectively with clients and support agencies.


• Must be able to relate to and work with ill, disabled, elderly, emotionally upset and at times hostile people.


• Must possess the ability to make independent decisions when circumstances warrant such action.


• Must be able to enter and retrieve data using computer systems, systems applications and other office equipment.

MINIMUM QUALIFICATIONS:

• A Master’s degree in related field or at least 5 years of equivalent experience with a combination of education, training, and experience which provides the desired knowledge, skills, and abilities necessary to perform the position’s essential duties and responsibilities is preferred.


• Prefer two (2) years of supervisory experience as a lead therapist or social worker.


• Experience working with Native American communities or a multicultural setting is preferred.


• Must have a valid Class C California Driver’s License.


• Must pass a background check.


• Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians. Must pass pre-employment and random drug testing during employment.
