Buncombe County offers in-office, hybrid, and remote positions. Employees in positions that are approved for remote work must work at a location within a 2-hour drive from the position's assigned Buncombe County facility.

 

 

Purpose of the position:
The purpose of this position is to provide supervision, leadership and program oversight for social work staff responsible for Family Assessments and Investigative Assessments referrals received of Abuse, Neglect or Dependency. This role ensures the delivery of high-quality, legally compliant, and client-centered services by supporting staff development, promoting effective workflows, and maintaining adherence to applicable policies, procedures, and regulations at the local, state, and federal levels.

Minimum Education, Training and/or Experience (required at time of hire): Master’s degree in social work from an appropriately accredited institution and two (2) years of directly related experience; or a bachelor’s degree in social work or master’s degree in a human services field from an appropriately accredited institution and three (3) years of directly related experience; or a bachelor’s degree in a human services field from an appropriately accredited institution and four (4) years of directly related experience; or a bachelor’s degree in any field from an appropriately accredited institution and five (5) years of directly related experience; or an equivalent combination of education and experience.

Additional Training and Experience: English/Spanish bi-lingual speakers preferred. Certificate of completion of the NCDHHS Pre-Service Training is preferred.

Supervisory/Leadership Responsibilities: Supervise a group of employees with responsibility for assignment and flow of work, employee development, appraisal, and eliminating ordinary difficulties. Work activities likely affect the accuracy, reliability, or acceptability of services to the extent that others rely on the advice given in order to make decisions.

Essential Functions of the position:

  • Administer and assure compliance with all County, human resource, and governmental policies, rules and statutes including those covered by local, state, and federal laws specific to program area.

  • Personnel Management: Hire, develop, evaluate performance, and provide feedback and disciplinary action as needed; develop and maintain a positive teamwork environment; provide effective, clear, and timely communication.

  • Ensure a fully staffed, competent workforce and a safe and supportive work environment for all employees.

  • Ensure an efficient and effective workflow, implement changes in routine work practices and procedures as needed to modify unit functioning according to client needs and employee capabilities.

  • Monitor and review case records and court reports to ensure accuracy, timeliness and compliance with all local, state and federal laws and benchmarks.

  • Represent the agency in advocating for services needed to serve this population.

  • Manage the social workers and any other relevant service programs that fall under the position's supervision.

  • Participate in budget preparation, program development and evaluation using state and agency generated data.

  • May collaborate with contracted service providers and other community stakeholders to develop, implement, and sustain programs.

  • Perform other related duties as assigned

Knowledge, Skills, Abilities:

  • Knowledge of the methods and principles of casework supervision, training, and administration.

  • Extensive knowledge of the laws, regulations, and policies which govern adult/child welfare programs, including a thorough knowledge of all relevant manual materials, knowledge of after-hours on-call policy and procedures.

  • Knowledge of management techniques and styles.

  • Extensive knowledge of social work principles, techniques, and their application to specific casework and community problems; knowledge of person/family-centered philosophy and family system dynamics.

  • Knowledge of medical, behavioral, and socio-economic problems and their treatment.

  • Ability to supervise, train, and direct social workers in various programs.

  • Ability to transfer knowledge to staff, particularly supervisory staff in such a way that it is accepted and utilized, to provide encouragement and support to staff in day-to-day activities as well as crisis situations.

  • Skills in promoting clear communication, coordination and responsiveness between staff and administration.

  • Skills in counseling and interviewing and the ability to express ideas clearly and concisely and to plan and execute work effectively; and skills in creating resources when none are readily available.
