The selected candidate will be the functional lead for a team consisting of 200-400+ engineers and managers, and will regularly interface with the MDM OU Director, and with the Knowledge Management and Mission Planning Business Area Leads.\n\nThis is an in-office role and the primary location for this position will be one of the following current MDM OU Northrop Grumman locations: Orlando, FL; Beavercreek, OH; Manhattan Beach, CA; Hollywood, MD; Albuquerque, NM; Oklahoma City, OK; Walpole, MA; Melbourne, FL; Rome, NY.\n\nTravel may be required, up to 25% of the time.\n\nRoles and Responsibilities:\n\n * Responsible for program engineering execution and alignment of engineering processes with Enterprise, Sector and Division Principals and Operating Practices (PrOP).\n * Responsible for performing activities such as engineering review of artifacts, working with program engineering leads to identify and mitigate technical risks and realizing technical opportunities.\n * Responsible for executing monthly engineering review for programs, NCTA-funded activities and proposals. This includes reviewing Basis of Estimate (BOE) documentation and technical solutions for proposals.\n * Responsible for ensuring that all functional managers work collectively to create the culture that makes the division the employer of choice and reinforces a culture of belonging.\n * Responsible for collaboration and coordination with the Agile Hiring Team (AHT) manager to monitor workforce demand and fulfillment, identifying engineers needing reassignment and working with Functional Managers to identify next assignment of the staff. This includes ensuring staffing fulfillment and assignment accuracy in Workload Forecast (WLF) and ensuring that all positions are staffed in their functional discipline area.\n * Responsible for development, retention and performance management activities of engineering staff within the operating unit. This includes assessing staff and determining focus areas to address for monthly promos/equity/reclass to synchronize within the division assigned area of responsibility.\n * Responsible for managing indirect labor budgets and other indirect controllable costs to assigned targets, including training requests.\n\n\n\nBasic Qualifications:\n\nTo be considered for this position, the applicant must minimally meet the knowledge, skills, and abilities listed below:\n\n * Bachelor\u0027s degree with 12 years of relevant experience; Master\u0027s degree with 10 years of relevant experience; PhD with 8 years of relevant experience.\n * Experience leading a large team of engineers and managers.\n * Experience with staffing, redeployment, and workforce management (performance evaluations, retention, attrition mitigation, etc.).\n * Experience identifying, tracking and mitigating technical risks and realizing opportunities.\n * Experience solving execution concerns, such as Root Cause \u0026 Corrective Action (RCCA) activities, generating Corrective Action Plans (CAPs), and / or developing Return to Green (RTG) Plans.\n * Significant proposal experience to include participating in independent engineering reviews, program start-up reviews, proposal color team reviews, and/or Basis of Estimate (BOE) reviews.\n * Excellent leadership and interpersonal communication skills with the ability to interface with all levels of employees and management.\n * Position requires a current Secret or higher-level clearance with the ability to obtain a TS/SCI.\n\n\n\nPreferred Qualifications:\n\nCandidates with these desired skills will be given preferential consideration:\n\n * MS in Software Engineering or related STEM degree.\n * Experience with workforce management activities, including utilizing tools, such as WLF, to track, forecast, monitor and redeploy staff.\n * Experience with engineering management and oversight, to include conducting engineering reviews and confirming technical solutions for proposals.\n * Experience performing as a technical lead on a program, priority pursuits/proposals and/or IRAD.\n\n\n\nPrimary Level Salary Range: $158,000.00 - $289,600.00\n\nThe above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate\u0027s experience, education, skills and current market conditions.\n\nDepending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.\n\nThe application period for the job is estimated to be 20 days from the job posting date.
