Job Description - Soils Quality Control (Engineer II)

Summary

Road Services Division, Engineering Section is recruiting for a Soils Quality Control Engineer II. The Soils Quality Control Engineer II will be working under the supervision of the Materials Engineer IV within a quality control/assurance team. The primary responsibility is to ensure the quality of material during construction and maintain related documentation and materials testing records for various road, drainage, and bridge projects.

Job Duties

Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:

* Review and interpret engineering plans and specifications for roads, bridges, and structures.* Perform nuclear density testing on soils, aggregates, and HMA.* Perform Proctor test for producing maximum density curves.* Collect and test construction material samples such as soil, aggregate, HMA, and concrete, and write daily field and lab test reports.* Perform annual AMRL/CCRL proficiency testing procedures and aid in maintaining the laboratory's AASHTO accreditation.* Attend coordination meetings to ensure proper materials and procedures are followed.* Track construction material quantities and maintain project files.* Work in Microsoft Word and Excel.* Other related material testing duties, as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who:

* Have a Bachelor's Degree in Civil Engineering (BSCE) and 3 years of engineering experience, or a total of 8 years of work experience in lab and field testing of construction material.* Have knowledge and experience in sampling and testing of materials in accordance with ACI, WSDOT, ASTM, and AASHTO standards and test methods.* Ability to prepare concise and accurate lab and field-testing reports.* Good knowledge working with Microsoft Word and Excel.* Demonstrate ability to work under tight deadlines with unpredictable or long hours.* Have strong interpersonal skills and ability to maintain professionalism.* Demonstrate punctuality and dependability in daily attendance.

DESIRED QUALIFICATIONS

* A Bachelor's Degree in Civil Engineering (BSCE) and three years of engineering experience* Solid understanding of construction material testing and acceptance procedures.* Possess a current Nuclear Gage Operation License.* Possess current ACI Concrete Testing Certifications (Field, Aggregate & Strength).

JOB REQUIREMENTS

* A valid Washington State Driver's License.* Must be able to perform work in the Lab and field, and successfully pass a pre-employment physical.

WORKING ENVIRONMENT

* Must be able to safely negotiate and traverse steep slopes and perform work in the field at a variety of construction sites under a variety of weather conditions and may require walking on uneven, rocky or rough ground.* Ability to work around heavy equipment and other potentially dangerous activities associated with construction sites.* Work performed in the field for extended periods of time may be performed under unfavorable weather conditions.* This job would require the ability to lift up to 25lbs., working in traffic environment during hours of daylight and darkness.* When required, must be able to work flexible hours including extended construction work hours, and working nights and/or weekends including attending evening meetings and working nights and/or weekends.

This recruitment is open to all qualified applicants and may be used to fill current and or/future career service, term-limited temporary, short-term temporary, and or/special duty positions over the next six months. First consideration will be given to current PROTEC17 members in the same classification that are eligible for lateral transfer.

Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment.

WORK SCHEDULE:

The work week is normally Monday through Friday, 6.00 a.m. to 3:00 p.m., but may at times require work outside of normal business hours. This position is non-exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay with prior supervisor approval.

MISSION CRITICAL POSITION STATUS:

This position has been designated (Non-Mission Critical)

TELEWORKING REQUIREMENT:

The work associated with this position will be performed mainly in the field and the laboratory, with occasional teleworking days. The responsibilities of this position will include regular and ongoing in-office and field work.

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access responsive during scheduled work hours.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
