The State of Maine is implementing a new enterprise learning management system.
This system provides a single source for all training and education for all employees
and external partners. MaineIT seeks to create documentation and content for its
processes and procedures that will be made available to all MaineIT staff in a learning
management system. MaineIT will offer this service to other State agencies as they are
brought into the system.
As the state implements their own enterprise-wide learning management system, there
is a need to create content by MaineIT that provides instructional learning about
MaineIT programs, processes, and critical procedures. Viewing the instructional
material is critical to ensure all MaineIT employees, as well as all Executive Branch
employees who consume technology services, understand the goals of the programs,
processes, and procedures. MaineIT has many programs, processes, and procedures
that are either not fully documented, well understood, or easily accessible. The
documentation and learning content creation for inclusion in the Enterprise Learning
Management system requires resources and expertise that are not currently available in
MaineIT. By securing these resources, MaineIT can create the content, ensure full
documentation exists, and present it in the learning modules in an easy-to-understand
format making it widely accessible. The lack of understanding about MaineIT programs,
processes, and procedures lends itself to confusion when consuming those services
which leads to a high level of frustration and increase in the amount of time to become
compliant with the objectives of the programs, processes, and procedures. In securing
the necessary resources, the State of Maine can achieve its goal of providing a
seamless, user-friendly experience when using the programs, processes, and
procedures.
The State of Maine is looking for a Learning Consultant to evaluate content creation
requests (priority, scope, and business need) to present to the Content Development
Team. This individual will be the face of this program as they will be building
relationships with various departments and agencies to improve enrollment. The ideal
candidate will possess excellent written and verbal communication skills and be a team
player. They will have LMS experience managing administration tasks and generating
reports. They will also be expected to provide input into the analysis and delivery of
various e-Learning modules. This includes all phases of delivery from intake, analysis,
development, QA (validating operational success), and implementation.
