The Senior Director, Program Management Office (PMO) is a highly visible leadership role responsible for all Portfolio, Program, and Project outcomes for Duke Health Technology Solutions. The incumbent must be an effective communicator and organizer who will drive enterprise implementation priorities and timelines across mission-critical programs. The individual in this role will set best practices for governing all project portfolio management (PPM) maturity across the Duke Health Technology Solutions (DHTS) and Duke Health organizations. This individual reports directly to the Chief of Staff/Chief Operating Officer within DHTS.
This individual collaborates with senior leaders across the organization to ensure smooth and effective program and project execution. They act as the main liaison between various department leaders such as the CDO, COO, CTO, CHIO, CISO, and other key executives to ensure that all Portfolio, Program, and Project outcomes are met.

Work Performed
• Leads and oversees a matrixed organization that includes 20 Duke Health FTEs, partner resources, and contract employees. At any given time, there are 300+ projects are active, and another 100 in the intake stages. Provides ongoing coaching and mentoring to all PMO staff and affiliated Project Coordinators.
• Leads the identification and implementation of portfolio, project management processes, methods, tools, guidelines, and standards, adopting the PMO maturity roadmap to establish a stable framework that supports all project teams and stakeholders to improve successful project delivery and drive business value.
• Supports the DHTS Strategic roadmap aligned to the Duke Health strategic initiatives and drives adoption throughout the enterprise. Fosters collaboration, strategic alignment, integrated planning, and execution across multiple functions in a matrixed organization.
• Develops and prioritizes PMO roadmaps for program implementation. Formulates, communicates, and executes the strategy for program implementation.
• Responsible for the identification, development, implementation, monitoring, and accomplishment of PMO key performance leading indicators, project trending, executive presentations, and executive status reports.
• Builds and maintains relationships with senior leadership and associated departments, acting as a trusted advisor. Manage the expectations of leadership and stakeholders to ensure the PMO function delivers as promised within the specified time and budget. Regularly reports implementation progress and milestones to executive leadership.
• Regularly reviews and evaluates opportunities to implement and improve the project management best practices to achieve higher maturity in Project and Portfolio Management.
• Participate in complex regulatory compliance, privacy, and security considerations, and potentially develop new PMO processes to ensure adherence.
• Accountable for the development and execution of the annual PMO Budget.
• Ensures stakeholders, managers, portfolio and project managers are following the defined project management methodology and project governance standards, which includes the stage gate review process for the most complex and impactful projects, and which may change as we transform the business.
• Champion new methodologies such as Agile and new product development frameworks across the enterprise.

Required Experience

5+ years leading in a PMO function
10+ years of leadership experience
5+ years of technical experience
PMP, Prince, Agile or equivalent certification

Bachelor's degree or equivalent experience
Required Skills
· Strong foundational project/program management skills including estimating, scope management, budget management, resource management, risk management, change management, issue/conflict resolution, communication management, quality management, testing plans, training plans, and team management.
Demonstrated excellent business acumen, high emotional intelligence, critical thinking, executive presence, and verbal and written communication skills.

Capable of managing multiple projects concurrently and large-scale programs
Strong experience leading direct reports and matrix teams, including coaching, mentoring, and developing team members. Proven ability to influence cross-functional teams without formal authority.·
Systems and process-oriented.
Comfortable with ambiguity and can lead change.
Demonstrated abilities in implementing enterprise-wide initiatives, playing a critical role(s) in new product or service development and significant change initiatives.
Strong ability to collaborate with all levels of leadership, as well as individual contributors, to define business strategies, and business process problems, create actionable plans, understand risks, analyze

operational efficiencies, implement and influence creative solutions, and measure delivery results.
