Summary

Functions as an operational subject matter expert for NNSA Emergency Response Programs, assisting or directing program planning, implementation, and coordination of operations, training material, training aids and deployment readiness for nuclear counterterrorism, counterproliferation, and accident operations. Lead the development and employment of operational procedures, technical tests, evaluations, and integration, while maintaining and building effective relationships between NNSA, DOD, FBI, DHS, DTRA, National Laboratories, International Partners, and other emergency response/operations stakeholders in support of applicable national-level authorities.


Duties and Responsibilities


  • Lead training event design and perform site surveys for associated field training, exercise, and drill events; serve as an evaluator to provide after-action briefings and required corrective action recommendations and training operational assets.

  • Participate in developing long-term plans for CONUS and OCONUS training events, meetings, exercises, and drills through a collaborative multi-agency integration process.

  • Provide input for training material and training aids in support of operational readiness exercises, following federal program requirements with assistance from subject matter experts from national laboratories, instructional designers, technicians, and engineers.

  • Serve as Subject Matter Expert (SME) and operational advisor to Nuclear Emergency Support Team (NEST) Federal Team Leaders and partner organizations.

  • Participate in identifying and recommending training changes due to after action reports and feedback acquired during training events, exercises, and drills.

  • Assist program management in managing sections of the budget allocated to each specific program.

  • Establish and maintain strong relationships between all organizations at all levels in the Render Safe community and specialized Working Groups.

  • Compose and deliver briefings and project summaries for all levels of audience and applicable agencies.

  • Implement initiatives for operational readiness in support of National Security Presidential Memorandum (NSPM)-36, National Security Council directives, and other applicable national level authorities.

  • Provide coordination between supporting organizations (DOE, DOD, DHS,DTRA, FBI, local law enforcement, National Laboratories, international partners and other contractors) to include program managers/leads, engineers, technicians, trainers and trainees before, during and after all training events, exercises and drills.

  • Provide technical assistance with development and improvement of operational equipment utilized in nuclear emergency response programs.

  • Assist or lead in management of research, development and Technical Integration (TI) of new Commercial Off the Shelf (COTS) and laboratory developed equipment for both deployable and fielded assets.

  • Maintain communication with organization program leads to ensure adequate equipment configuration, operational readiness and addition/deletion of various mission essential support equipment.

  • Collaborate with engineers and technicians in support of depot operations, inventory and equipment maintenance programs to maintain mission readiness.

  • Positively interface with all supporting organizations and agencies, as appropriate, to ensure TTP (Tactics, Techniques, Procedures) and CONOPS (Concept of Operations) are consistent and coordinated.

  • Deploy to CONUS and OCONUS locations in support of training events, exercises, drills and real world events.

  • Fill on-call positions as appropriate on a weekly rotational basis to maintain 24/7 coverage of nuclear emergency response programs to ensure 100% operational readiness.

  • Maintain appropriate on-call position readiness through program directed training (both initial and recurring) by the program coordinator, master scheduler and skill set managers.

  • Support development, assist management and tracking of personnel and equipment program qualification standards through National level readiness management systems, PQS (Personnel Qualification Standards) and/or KSA (Knowledge Skills Assessment).

  • Deploy and perform tasks in radiation environments at forward locations that require in-depth knowledge with Radiological Worker II requirements and maintain required medical qualifications.


You Must Have


  • 6 or more years of job-related experience in either military EOD or civilian Bomb Tech supporting mission groups related to Nuclear Emergency Response.

  • Bachelor's degree or two additional years of relevant experience in lieu of a degree

  • Strong knowledge of the National Nuclear Emergency Response Framework and understanding of the National Incident System/ Incident Command Structure (ICS)

  • Strong understanding of the infrastructure and agencies that support nuclear emergency preparedness and national security.

  • Knowledge of National Security defense of weapons of mass destruction

  • Strong proven written and oral communication skills

  • Strong computer skills (excel, word, power point) to include Emergency Response specific software (XTK, Data Share, etc.)

  • DOE Q Clearance with SCI or DOD TS/CNWDI

  • Manage items greater than 35 lbs.

  • Climb stairs

  • Stand greater than 6 hours

  • Work at night

  • Driver training (operation of large vehicles with trailers)

  • Significant radiography experience

  • Rad Worker II
