As an Auditor, you will conduct independent and objective audits of the State’s annual financial statements and compliance with Federal program regulations. The work done at our Office helps manage risk and ensures funds are spent legally and properly.
Job Duties of a Staff Auditor II –
· Examining and analyzing records of State agencies for proper recording and subsequent reporting of accounting transactions in the State’s financial statements, and the documentation of internal controls to determine compliance with State and federal laws, rules, and regulations.
· Auditing Federal programs administered by the State to ensure these programs are being administered effectively, efficiently, and in accordance with Federal regulations.
· Interacting with Sta, ,te agency personnel to make inquiries and observe agency operations.
· Assembling audit schedules, tables, exhibits, and other forms of documentation for inclusion in audit workpapers.
· This work may result in written audit findings and recommendations leading to improvements in program effectiveness and efficiency. Work is performed limited direct supervision.
This classification is distinguished from the Staff Auditor I in that the work is typically performed more independently and audit assignments are more complex, often requiring increased technical skills and interaction with senior level management of other State agencies.
Agency Information: The Office of the State Auditor is an innovative organization that acts as the independent auditor for the State of Maine. The Office works with Maine State Government agencies to complete the State’s annual Single Audit, comprised of the financial statement and Federal compliance audits. The Office has the statutory authority to audit all accounts and other financial records of State government, including any counties, municipalities, and any organization, institution or other entity receiving or requesting an appropriation or grant from State government.
Mission Statement: The Office of the State Auditor provides independent assurance that Maine government is accountable to the people. We examine whether funds are spent legally and properly, and that data and systems are secure. OSA auditors perform their work in accordance with Government Auditing Standards. We are committed to meeting the changing needs of the people in Maine.
The background of well-qualified candidates will demonstrate the following competencies:
Knowledge of accounting and auditing principles, and standards, and practices promulgated by the Governmental Accountability Office (GAO) and the American Institute of Certified Public Accountants (AICPA).
· Ability to communicate effectively orally and in writing.
· Ability to conduct audits of governmental entities.
· Ability to interpret federal and state laws, rules, and regulations.
· Ability to prepare audit findings and recommend appropriate corrective action.
· Ability to secure facts through investigation.
· Ability to analyze complex financial statements of the State of Maine.
· Ability to assist with information technology audits.
· Ability to research laws, regulations, and highly technical accounting issues.
· Ability to interpret and implement new accounting and auditing pronouncements.
· Ability to review work of professional staff for accuracy, completeness, and adherence to professional auditing standards
Minimum Qualifications:
A Bachelor’s Degree in Accounting, Business Administration, or a related field and two years of progressively responsible auditing and accounting experience or one (1) year of directly related auditing experience in a government environment,

eight years of practical, progressively responsible accounting or auditing experience at a professional level,

Certification as a CPA, CIA, or CISA,
-OR-
A Master’s Degree in Business Administration, or related field

Meets CPA examinations requirements (at least 150 semester hours of education, including a minimum 4 year baccalaureate or higher degree conferred by a college or university acceptable to the board, and shall consist of at least 15 hours of accounting, auditing and ethics, which must include at least three hours of auditing and three hours of accounting) and two (2) years of progressively responsible accounting and auditing experience or one (1) year of directly related auditing experience in a government environment includes experience as a working supervisor or in an equivalent capacity.
