Design and develop manufacturing facilities and processes for energetic, static-sensitive, corrosive, and chemical operations. Design safe and efficient layouts for equipment, tools, and workflows within manufacturing facilities. Identify, understand, and mitigate process safety risks through engineered controls, including safety interlocks, remote operations, and process standardization. Ensure all processes meet required safety, quality, and regulatory standards, including Hazards Operation Standards (HOPs), DoD 4145.26, and ATF requirements. Develop and implement process qualifications, change management, and documentation to ensure products and services meet customer requirements. Work closely with Hazards Analysis teams, cross-functional engineering groups, and operations to design, set up, and improve manufacturing processes. Develop manufacturing sequences, operating procedures, and quality controls that impact tooling, equipment, and product performance. Support and participate in investigations related to process failures, non-conformances, and safety or quality events, with a focus on root cause analysis and corrective actions. Serve as a technical authority on complex and advanced projects, providing guidance to leadership, customers, and program teams. Lead and develop an engineering organization by setting expectations, providing feedback, conducting performance reviews, and mentoring early-career engineers. Ensure engineering teams meet plant and program requirements for safety, quality, cost, and schedule. Provide technical input and cost estimates for proposals and program planning activities. Plan and forecast engineering manpower needs to support facility and program requirements. Manage capital and construction projects, including budgets, schedules, engineering support, and coordination with planners, procurement, and contractors. Maintain a strong understanding of business unit operations and support the execution of business growth plans. BS Degree in Mechanical Engineering with a minimum of 12 years engineering experience in facility, design, and/or process engineering or 10 with a Masters degree. Demonstrated ability to lead complex programs comprised of engineering, business, contracts, law, supply chain, production, and mission/quality assurance disciplines. Sound financial understanding, including capital, program direct and overhead management. In depth knowledge and experience with both high hazard and inert processes is required. Must have the ability to obtain and maintain a DoD Secret security clearance. 12+ years' experience in facility and process design, engineering calculations, estimating, construction manpower planning, construction / project oversight, project testing and buyoff. 5+ years of project management experience including responsibility for technical design, installation, budget and schedule for large capital projects. Communication and technical presentation skills Proven experience in Lean Manufacturing, and mentoring/coaching others in rapid problem solving and improvement
