The State HRIS Analyst II serves as the Technical Lead for the BEST Shared Services Flexible Spending Account (FSA) Reconciliation team, bridging the gap between complex benefits administration and high-volume reconciliation accounting. This position is responsible for the end-to-end reconciliation of NCFlex Health Care and Dependent Daycare Flexible Spending Accounts (FSA) against payroll deductions and third-party vendor billing records. Acting as a primary SAP system expert, the State HRIS Analyst II ensures the financial integrity of FSA data for employees processed via the OSC Integrated HR-Payroll System. The role involves designing complex queries, managing FSA deduction and payroll reports, and resolving individual FSA discrepancies through deep-dive research and collaboration with Agency Health Benefit Representatives (HBRs), Office of State Human Resource (OSHR), benefits enrollment vendor and third-party FSA vendor. Operating under tight deadlines, the State HRIS Analyst II applies expert knowledge of IRS Section 125 regulations, taxes, and deductions to ensure accurate remittances, while maintaining compliance with OSHR policies and federal regulations.

The role ensures the accuracy of NCFlex FSA remittances through core functions:

FSA Accounting & Reconciliation: Leads the monthly end-to-end reconciliation of FSA billing against payroll postings, third party vendor reports and enrollment vendor records. Analyzes bi-weekly and monthly payroll outcomes to determine accurate transaction amounts, ensures compliance with IRS Section 125, and manages complex deductions and payment reconciliations.

Technical Lead & System Expertise: Serves as the SAP subject matter expert for Flexible Spending Accounts. Responsible for designing/scheduling system queries and resolving enrollment discrepancies. This position acts as the primary consultant for Agency HBRs, OSC internal teams, OSHR, benefits enrollment vendor and third-party FSA vendor to troubleshoot eligibility, enrollment, and deduction issues.

Operational Integration: Works in concert with OSHR and third-party vendors to ensure system configurations align with state and federal personnel policies. The State HRIS Analyst II identifies and resolves data-integrity issues across the payroll, time, and benefits modules to maintain a seamless "enterprise" approach to state government resources.

Knowledge Skills and Abilities/Management Preferences

  • In-depth knowledge of federal and state benefits policies and procedures and strong critical thinking skills to analyze complex benefit and payroll process related to the HR/Payroll system to determine appropriate responses to errors or anomalies;
  • Ability to design and run queries to ensure accurate deductions and enrollments;
  • Technical ability to run complex HRIS programs
  • Proficient with desktop software products and the ability to use common spreadsheets, word processing, presentations and database software packages;
  • Proven experience in answering complex FSA related inquiries based on an expert understanding level of benefit procedures and policies;
  • Basic understanding of accounting practices

Minimum Education and Experience

Bachelor's degree in business administration, human resources, computer science, or any related field from an appropriately accredited institution, and two years of experience in business or HR/Payroll consultation, process improvement or requirement gathering in an information technology, payroll, or HRIS environment; or an equivalent combination of education and experience.
