Job Description - State Policy Analyst

The Role: 

Netflix is seeking a State Policy Analyst to join our Global Affairs team in Washington, DC or Los Angeles, CA. In this role, you will be responsible for monitoring, analyzing, and supporting advocacy on state legislation that impacts incentives, artificial intelligence (AI), taxation, privacy, and other emerging technologies. You will play a key role in tracking legislative developments across all 50 states, synthesizing complex policy issues, and coordinating cross-functional responses to advance and protect Netflix’s interests. This position is ideal for someone who thrives in a fast-paced environment, is passionate about public policy, and is eager to contribute to Netflix’s leadership on critical state-level issues.

In This Role You Will:

Bill Monitoring & Tracking

  • Utilize internal legislative tracking tools and industry group emails to identify, tag, and monitor relevant bills across all 50 states.

  • Maintain a live bill tracking dashboard for internal use, prioritizing high-impact proposals.

Policy Analysis

  • Provide initial bill triage to enable management to focus on the most relevant legislation.

  • Review and synthesize legislative language into actionable memos, summaries, and recommendations for policy and legal teams.

  • Assess potential operational, legal, or reputational impacts of proposed legislation.

Cross-functional Coordination

  • Coordinate with legal, communications, PSP, and federal policy teams to align state-level responses.

  • Ensure rapid information sharing with external partners (e.g., trade associations) and flag inconsistencies or gaps.

Stakeholder Engagement

  • Support direct engagement with state lawmakers, agencies, and advocacy coalitions as needed.

  • Draft policy positions, testimony, and comment letters for state hearings and consultations.

Issue Forecasting

  • Identify legislative trends and emerging policy risks, particularly in digital governance, AI, and state tax initiatives.

  • Contribute to quarterly internal briefings on state policy developments.

Process Improvement

  • Help optimize internal tracking processes, issue escalation protocols, and feedback loops with MPA and other external monitors.

About You: 

  • Bachelor’s degree in public policy, political science, law, or related field; Master’s or JD a strong plus but not required.

  • 2–5 years of experience in legislative tracking, policy analysis, or government affairs, preferably with a focus on state policy.

  • Strong analytical and writing skills, with the ability to interpret legislation and draft concise briefs.

  • Familiarity with digital policy, taxation, or AI legislation is a strong plus.

  • Experience working with legislative monitoring tools (e.g., FiscalNote, Quorum, StateNet).

  • Ability to manage competing deadlines and work independently in a fast-paced environment.

Our compensation structure consists solely of an annual salary; we do not have bonuses. You choose each year how much of your compensation you want in salary versus stock options. To determine your personal top of market compensation, we rely on market indicators and consider your specific job family, background, skills, and experience to determine your compensation in the market range. The range for this role is $170k-$260k.

We also offer paid leave of absence programs.  Full-time hourly employees accrue 35 days annually for paid time off to be used for vacation, holidays, and sick paid time off.
