We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.

The Finance Office consists of the Chief Financial Officer, the Budget Division, Controller Division, Managed Care and Payment Reform Division, Fee for Service Division, Special Financing Division, Audits Division and Procurement Division. The Chief Financial Officer (CFO) is accountable for the financial and risk management operations of the Department, and oversees control systems that report financial results and maintain Department compliance. The CFO is responsible for the Department's financial data and reporting, and its use of data analytics to define value and measure quality with regard to Department operations. The CFO develops the Department's financial and operational strategy, and generates actionable analytics tied to that strategy. What you'll be doing:

Position develops reports and completes a range of statistical and data analyses of claim data in the main data warehouse to support the Division’s supplemental payments.
Position uses database software made available by the Department and descriptive statistical techniques to extract, manage, analyze, and summarize Medicaid claims data and other data that may be available.
Position understands and interprets written materials, including technical materials, business requirements, rules, regulations, reports, charts, graphs, or tables.
Position documents all analyses in the format required by Section standard operating procedure.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's degree from an accredited institution in Mathematics, Statistics, Applied statistics, Social science quantitative study, Data Science, Economics
OR
Bachelor's degree from an accredited institution

in a field of study related to the work assignment, including but not limited to; public health, health data analytics

and

includes

at least 6 credit hours of statistics coursework.
**MUST ATTACH TRANSCRIPTS FOR VERIFICATION**

Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications & Special Qualifications:
Master’s degree in

Mathematics, Statistics, Applied statistics, Social science quantitative study, Data Science, Economics

or other related degree.

One year of Experience utilizing data analysis software (i.e. SQL based program, SAS, IBM COGNOS, Toad for data analysts and others)

Knowledge of data collection, data management, relational databases, data analysis and research methodologies

Intermediate to expert level in Microsoft Excel

Knowledge of state Medicaid System OR Knowledge of and experience using health care data.

DEFINITION OF PROFESSIONAL EXPERIENCE:

Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
