Employment Status: Full-Time
Starting Salary: $28.08-$34.40/hour DOE
Supervises: Stormwater and Wastewater Maintenance Crew



Position Summary



The Stormwater & Wastewater Foreman is responsible for planning, coordinating, supervising, and participating in the operation, maintenance, repair, and regulatory compliance of the City's stormwater and wastewater collection systems. This position serves as the working supervisor of the Stormwater and Wastewater Maintenance Crew, providing technical leadership while actively performing field work.


The Foreman ensures City infrastructure is maintained in a safe, reliable, and efficient manner while complying with applicable local, state, and federal regulations, including Utah Pollutant Discharge Elimination System (UPDES), Municipal Separate Storm Sewer System (MS4), and wastewater collection system requirements. This position also responds to emergencies, supports other Public Works operations, and promotes a strong culture of safety and customer service.



Essential Duties and Responsibilities



Leadership & Supervision



  • Plan, assign, supervise, and participate in daily maintenance and construction activities.

  • Train, mentor, and evaluate assigned employees.

  • Promote safe work practices and ensure compliance with City policies and OSHA regulations.

  • Schedule personnel, equipment, and materials to complete projects efficiently.

  • Assist with employee hiring, development, and disciplinary actions.



Operations & Maintenance



  • Supervise and perform maintenance, inspection, repair, and construction of:

    • Wastewater collection systems

    • Storm drain systems

    • Land drains

    • Lift stations

    • Detention facilities

    • Pipelines, manholes, valves, pumps, catch basins, and related infrastructure



  • Coordinate preventive maintenance and emergency repairs.

  • Inspect infrastructure, identify deficiencies, and recommend corrective actions.

  • Operate heavy equipment, specialized maintenance equipment, and hand tools.

  • Participate in snow removal, emergency response, and other Public Works operations as assigned.



Regulatory Compliance



  • Maintain compliance with UPDES permits, MS4 requirements, wastewater collection regulations, and other environmental standards.

  • Prepare and maintain regulatory reports, inspection records, and operational documentation.

  • Coordinate regulatory inspections, audits, and permit renewals.

  • Monitor changes in regulations and implement operational improvements.

  • Develop and maintain Standard Operating Procedures (SOPs).



Administration & Asset Management



  • Assist with preparation and administration of operating and capital budgets.

  • Monitor expenditures and recommend cost-effective purchasing practices.

  • Assist with long-term infrastructure replacement and capital improvement planning.

  • Maintain inventories of equipment, materials, and supplies.

  • Utilize CMMS, GIS, Microsoft Office, and related software to manage work orders and records.

  • Prepare reports and respond professionally to customer concerns.



Communication & Coordination



  • Coordinate projects with City departments, contractors, engineers, utility companies, and regulatory agencies.

  • Represent the department during inspections and meetings.

  • Communicate with residents regarding utility issues and construction projects.

  • Participate in professional development and technical training.



Minimum Qualifications



Education



  • High school diploma or GED required.



Experience



  • Five (5) years of progressively responsible experience in wastewater or stormwater operations.

  • Two (2) years of supervisory or lead-worker experience preferred.

  • Experience operating heavy equipment and maintaining underground utility infrastructure.



Required Licenses & Certifications


Must possess or obtain within the required timeframes:



  • Valid Utah Class B Commercial Driver License (CDL) within six (6) months of hire.

  • Utah Wastewater Collection Operator Grade III (or higher).

  • Registered Stormwater Inspector (RSI) within twelve (12) months.

  • Registered SWPPP Reviewer (RSR) within twelve (12) months.

  • Confined Space Entry certification within six (6) months.

  • CPR/First Aid certification.



Knowledge, Skills & Abilities



  • Knowledge of wastewater collection and municipal stormwater systems.

  • Working knowledge of UPDES, MS4, OSHA, and applicable environmental regulations.

  • Strong leadership, organizational, problem-solving, and decision-making skills.

  • Ability to supervise employees while performing field work.

  • Ability to read construction plans, utility maps, and technical documents.

  • Proficiency with Microsoft Office, GIS, CMMS, and work order software.

  • Strong written and verbal communication skills.

  • Ability to establish and maintain effective working relationships with employees, contractors, regulators, and the public.



Physical Requirements & Working Conditions


This position requires frequent standing, walking, climbing, bending, kneeling, lifting up to 75 pounds, entering confined spaces, operating heavy equipment, and working in trenches, traffic, and adverse weather conditions.


Employees must be available for after-hours emergencies and participate in an on-call rotation.
