Job Description - Stormwater Inspector

Description

Bella Vista is located in the NW corner of the state of Arkansas. Our city boasts nearly 100 miles of bicycle/walking trails that wind through beautiful hills and trees and around seven (7) lakes within the city limits. Bella Vista is a wonderful place to live and work, particularly if you are an outdoor enthusiast.

Under supervision of the Director, the Stormwater Inspector, within the Engineering Division, oversees the development, operation, and management of City stormwater collection and control systems and drainage systems to maintain compliance with Federal, State, and Local laws, ordinances, and polices by performing the following duties. 

Responsibilities include but will not be limited to: 

  • Inspects sites where discharges enter waters of the state and investigates complaints. 
  • Advises property owners, facility managers, and equipment operators concerning pollution control regulations.
  • Investigates complaints concerning water pollution.
  • Enforces stormwater control ordinances through site visits and site inspections. Assists the Compliance Division should a citation be needed. 
  • Compiles information for pollution control discharge permits. 
  • Maintains detailed records of permits issued.
  • Produces periodic reports for the Arkansas Department of Environmental Quality (ADEQ). 
  • Reviews development plans for compliance with stormwater control ordinances. 
  • Visually examines all areas to determine compliance with ordinance standards for EPA Phase II stormwater regulations.
  • Prepares forms and letters advising property owners and contractors of possible violations and time allowed for correcting deficiencies.
  • Revisits sites at periodic intervals to verify correction of violations by property owners and contractors.
  • Explains requirements of stormwater control ordinances to property owners, building contractors, and other interested parties.
  • Assists the City Engineer and Director in developing new stormwater control ordinances.
  • Assists the Director with the City’s Stormwater Management Plan as needed.
  • Provides good customer service.
  • Performs other duties as assigned by the Director.

Requirements

Ability to interpret municipal ordinances, state and federal laws. 

Ability to traverse rough topography.

Ability to work independently and to make sound judgements and decisions. 

Ability to communicate clearly and effectively both verbally and in writing.

Ability to effectively present information, respond to questions, and confer with Departmental user groups.

Possesses excellent organizational skills.

Ability to work on several projects or issues simultaneously.

Ability to read and understand maps, technical drawings, legal descriptions, codes and specifications.

Basic knowledge of Microsoft Excel, Office, Outlook, and database applications.

Basic knowledge of Geographic Information System (GIS) applications.

Possesses a valid Driver’s License. 

Ability to pass City required background screen and drug test.

Preferred Education and/or Experience:

  • Associates degree or technical related certificate preferred.
  • Three (3) or more years of experience and/or training.
  • Certified Erosion Sediment, and Stormwater Inspector (CESSI) required or ability to obtain within 6 months of hire. 
  • Mapping, ESRI, or GIS experience a plus. 

NOTE:   The individual in this position will be required to work both indoors in an office setting and, at times, in harsh outdoor weather through the work day. Must be capable of climbing ladders, stairs, and capable of traversing rough topography with obstacles. The employee frequently is required to stand, walk, and sit. The employee is occasionally required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 10 pounds, frequently lift and / or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Employee frequently engages in keyboard or typing and operating a personal computer and uses a multi-line phone system.
