POSITION SUMMARY
Technical Systems Integration (TSI) seeks a Senior Future Surface Force Tactics Support specialist to support the Naval Surface and Mine Warfighting Development Center (SMWDC) Headquarters in San Diego, CA. This senior strategic role focuses on future surface force tactics development, strategic communications planning, and high-level coordination with fleet commanders and external stakeholders. The successful candidate will work directly with SMWDC senior leadership to shape the future direction of surface warfare tactics, coordinate international naval partnerships, and manage critical strategic initiatives that enhance tactical proficiency across the Surface Force.
ESSENTIAL FUNCTIONS
Strategic Policy & Communications Development
-Update Commander's policies and decisions ensuring alignment with higher echelon guidance and strategic communication messages
-Provide recommendations and input for Strategic Communications Plans for SMWDC including Competitive Edge and public-facing messaging initiatives
-Prepare written messages for SMWDC Commander, Deputy Commander, Division Directors, Branch Heads, and Warfare Tactics Instructors
-Assess effectiveness of SMWDC communications and provide feedback and recommendations to achieve leadership results
-Recommend communication schedules identifying planned events (SNA, SNA West symposium, Warfighting Symposium) and fleet concentration area visits
Future Capability Development & Gap Analysis
-Identify future organizational capability and capacity gaps and assist SMWDC in influencing capability development
-Assist in implementing capability solutions regarding training initiatives, finding training efficiencies, and coordinating program implementation
-Support cross-functional team-tasked projects and coordinate staff to track commitments from identification through completion
-Coordinate with higher-echelon entities to manage and make recommendations for readiness reporting criteria to appropriate organizations
Executive Support & Strategic Coordination
-Provide support to Commander's Action Group Director and Deputy in planning Maritime Warfare Board of Visitors and Surface Warfare Combat Training Continuum Executive Steering Committee events
-Manage support for special projects and time-critical tasking as directed by SMWDC Commander
-Coordinate resolution of issues identified during executive-level meetings and steering committees
-Assist in implementing actionable solutions to cross-functional projects and ensure meeting commitments are tracked and completed
International Partnership & Liaison Activities
-Assist in preparing meetings with international representation in coordination with Foreign Disclosure Officer
-Support growth of allied and coalition navy tactical development organizational relationships
-Coordinate with Commander's Action Group Director and Deputy on international partnership initiatives
-Facilitate tactical development exchanges and cooperation with partner navies
Training & Instruction Support
-Support instruction in formal schoolhouse environments for Type Commander (TYCOM) Indoctrination courses
-Schedule conference rooms, coordinate with staff for instructor availability, and promulgate class schedules
-Provide student information to Special Security Officer (SSO) for clearance verification
-Collect student feedback on class effectiveness and provide recommendations to SMWDC leadership
REQUIRED QUALIFICATIONS
Experience:
-12+ years of recent experience as a qualified Surface Warfare Officer, Naval Aviator with Surface Warfare/Staff Experience, Marine Corps Officer with Naval Surface Staff Experience, or Non-Commissioned Officer (Chief Petty Officer or above) with proven OFRP and Naval Surface Training knowledge
-5+ years of recent experience in strategic writing including policies, memorandums, and long-range planning objectives
-5+ years experience with Combat Systems, components, and instructions
-5+ years experience with Command and Control issues regarding surveillance, engagement, and planning functions for numbered fleets
Required Technical Skills:
-3+ years of recent experience in the Surface Community or with training entities inside the Naval Optimized Fleet Response Plan (OFRP)
-Experience with Staff and Fleet operations and planning procedures
-Proficiency with Microsoft Office Suite and strategic planning tools
Required Competencies:
-Expert-level understanding of surface warfare operations and future tactical development
-Strong strategic communications and executive writing capabilities
-Experience coordinating with senior military leadership and international partners
-Ability to manage complex, time-critical projects and multi-stakeholder initiatives
PREFERRED QUALIFICATIONS
Technical Expertise:
-Experience with Strategic Communications Plans development and implementation
-Knowledge of Defense Security Cooperation Agency (DSCA) and Foreign Military Sales (FMS) processes
-Familiarity with Joint and Coalition warfare planning and coordination procedures
Domain Knowledge:
-Experience supporting Commander's Action Groups or equivalent executive staff functions
-Understanding of Maritime Warfare Board of Visitors and Executive Steering Committee processes
-Knowledge of Naval Optimized Fleet Response Plan (OFRP) and surface force training cycles
Professional Background:
-Previous assignment to major type commands (CNSF, CNSP, CNSL) or numbered fleet staffs
-Experience with international naval partnerships and foreign disclosure processes
-Background in strategic planning, future capabilities development, or doctrine development

COMPLIANCE REQUIREMENTS
-Security Clearance: SECRET (current and active)
-Citizenship: U.S. Citizenship required
-Background Check: NCIS background check required
-Travel Requirements: Moderate to extensive travel up to 35% for conferences, international coordination, and fleet visits

-Ability to work in standard office environment with extended periods of computer work
-Extended periods of strategic planning, analysis, and executive-level coordination tasks
-Ability to attend high-level meetings, conferences, and international events
-Flexibility to support executive schedules and time-critical requirements
WORK LOCATION
Primary Location: Naval Surface Mine & Warfighting Development Center HQ

Work Schedule: Monday-Friday, 0730-1600 (40-hour work week)
