Operational Unit: Finance

Classification: Specialist II                                                     

Status (exempt or non-exempt): Non-Exempt

Salary: $20.13-20.53 per hour        

Reports To: Director of Business Services 

Percentage: 100% (40 hours per week)

Annual/Academic year: Annual Basis (12 month position)

POSITION SUMMARY

Under the general direction of the Director of Business Services, this position performs all functions related to the management of student accounts and their collections.

DUTIES & RESPONSIBILITIES

Financial Aid & Student Ledger Card Maintenance

  • Applies charges, financial aid, scholarships, student and agency payments, waivers, holds and other entries to student ledger cards within the electronic student information system.
  • Processes financial aid stipends for submission to Bankmobile.
  • Notifies the Director of Business Services of any bank or wire transfers that are needed.

Cash Receipts & Collections

  • Meets with students regarding account status.
  • Works directly with students to take payments or create payment plans when needed.
  • Reconciles daily receipts of student and agency payments and prepares the necessary bank deposits and journal entries for posting to the general ledger.
  • Prepares and sends billing statements to students and agencies as needed.
  • Prepares account analysis and aging reports and works with the Director of Business Services to determine appropriate action for past due accounts.
  • Manages the collections process for delinquent accounts, including communication with students and the Oregon Department of Revenue.

Reconciliations

  • Prepares monthly reconciliations of financial aid between the third-party financial aid processor, the student information system and the general ledger system.
  • Prepares monthly reconciliations of accounts receivable between the student information system and the general ledger system.

1098T

  • Annually reconciles and prepares 1098-Ts for students.
  • Submits data to the IRS annually.

Miscellaneous

  • Participates in student orientations, providing students with information regarding Bankmobile and/or their college account.
  • Supports Student Affairs student outreach through Welcome Week, OCCC Cares and related activities.
  • Maintains physical and electronic filing systems related to Student Accounts.
  • Performs other duties or tasks as assigned.

SUPERVISES THE FOLLOWING STAFF

This position does not supervise but may direct the work of a student worker.

Requirements

Minimum Qualifications:

  • Minimum of a high school diploma or equivalent.
  • Two (2) years of accounts receivable or progressively responsible accounting/bookkeeping experience (College coursework may be substituted for up to one (1) year of this requirement.)

Preferred Qualifications:

  • Higher education experience within the Finance department or Business Office.
  • Advanced Excel experience.
  • Bilingual - Spanish

Knowledge, Skills, and Abilities Qualifications:

  • Knowledge and experience in the use of computer software including Microsoft Office Suite (i.e. Word, Excel, PowerPoint, etc.) and Zoom.
  • Knowledge of contemporary office practices, procedures and techniques, spelling, vocabulary, and grammar skills.
  • Demonstrated customer service standards and principles including professional telephone etiquette.
  • Demonstrated ability to communicate clearly, respectfully, and effectively in face-to- face, oral, written, and electronic forms.
  • Demonstrated skill of time management and multi-tasking, with an attention to detail despite frequent interruptions.
  • Demonstrated ability to use discretion and good judgment regarding confidential information.
  • Ability to exercise independent judgment in complex and new situations.
  • Ability to coordinate projects and work independently, as well as independently set priorities to meet the demands of the position.
  • Ability to meet and work effectively with people across multiple levels of the organization.

While performing the duties of this job, the employee is frequently required to sit, see and talk or hear. The employee is often required to have mobility to move between offices, classrooms, and floors; use hands to finger, handle or operate computers, objects, tools or controls; and reach with hands and arms. Light physical exertion with occasional, bending, stooping, pulling, and moderate lifting, employee must occasionally lift and/or move up to 25 pounds and have the ability to carry equipment and tools of moderate weight, using arms and hands. Specific vision and hearing abilities required by this job include close vision and the ability to adjust focus, and complete and maintain various types of records. Ability to hear the conversational voice and effectively communicate responses. Work occurs in an office environment with potential for interruptions and background noise.

Assignment will include presence at all primary OCCC locations and may include evening and weekend work. Travel between College sites and other locations will be required. Occasional travel and overnight stays outside of Lincoln County may be required for training and other purposes.

The use of tobacco and smoke-emitting materials and devices including electronic cigarettes, is prohibited on all of the college’s campuses, including OCCC’s building exteriors and parking lots.
