Subcontract Administrator – Proposal Specialist, Sr.

Hours: 8 AM - 5 PM

Overview: We are seeking an experienced Subcontract Administrator – Proposal Specialist, Sr. to join the Procurement & Subcontracts team within our Science &Space Division. This role will provide vital support for proposal activities across all business lines.

Responsibilities:

Participate in proposal development team planning and execution, including color teams.

Review customer Request for Proposal (RFP) documents.

Develop and execute strategies for responding to proposal requirements.

Manage acquisition of Teammate and Subcontractor proposals, including negotiating Non-Disclosure Agreements (NDAs), qualifying subcontractors/suppliers,and analyzing proposals.

Prepare comprehensive RFP packages and negotiate proposals, including terms and conditions.

Maintain documentation in accordance with established procedures, utilizing Share Point for file sharing and collaboration.

Perform visual quality assurance inspection of proposal deliverables.

Establish and maintain effective business relationships with internal and external stakeholders.

Support post-proposal and phase-in operations for new contract wins.

Execute and administer subcontracts as necessary.

Develop standard operating procedures and playbook documentation.

Conduct problem-solving and provide additional support as identified.

Required Qualifications:

Thorough understanding of subcontracting principals in government contracting.

Experience in FAR/DFAR regulations.

Strong understanding of various contract types, including cost-type subcontracts.

2 years' experience supporting customer proposals.

Excellent written and oral communication skills.

Organizational, analytical, and project/time management skills.

Ability to effectively communicate with various stakeholders.

Proficiency in Microsoft Office suite (Excel, Word, Power Point).

Detail-oriented with the ability to thrive in a fast-paced, deadline-driven environment.

Flexibility to work overtime and weekends as required.

Critical attention to detail.

Bachelor's degree in Supply Chain, Business, Finance, or related field.

5-8 years' experience in subcontract administration.

Preferred Skills:

Proficiency in Deltek Costpoint.

Working knowledge of Share Point.

Experience using proposal management systems.

Experience developing cost volumes.

Additional Information:

U.S. Citizenship required due to work sensitivity.

Hybrid work schedule (Mon-Wed-Fri) in office.

Initial training period: Monday-Friday onsite, transitioning to hybrid schedule upon completion.

Anticipated training duration: 7 days.

Periodic onsite training days may require temporary adjustments to the hybrid work schedule.
