Job Description - Subject Matter Expert (SME) FEMA PEDTAC

Position Summary: KSA is seeking a seasoned Subject Matter Expert (SME) to provide high-level technical guidance, advisory support, and strategic insight to FEMA’s Planning and Exercise Division (PED) under the PEDTAC contract. The SME will contribute deep domain expertise in emergency management, homeland security, continuity, or disaster planning to support the development and refinement of FEMA’s deliberate and crisis action plans, national frameworks, operational models, and stakeholder engagements.

This role is central to ensuring FEMA’s planning and operational products are informed by real-world experience, best practices, and lessons learned from prior incidents or national-level programs.

Job Type: Full-time/Exempt

Location: Washington, DC or FEMA HQ/Regional Offices

Anticipated Start Date: 10/01/2025

Clearance Required: Ability to obtain and maintain FEMA and/or DHS suitability; some roles may require Secret or TS/SCI

Key Responsibilities

  

  • Serve as a senior advisor on the development and implementation of FEMA emergency operations plans, hazard-specific annexes, and operational strategies.
  • Provide expert consultation on topics such as continuity of operations, disaster logistics, housing, public health, interagency coordination, or infrastructure resilience.
  • Support strategic-level planning initiatives that span FEMA Headquarters, Regional Offices, and interagency partners.
  • Contribute to high-visibility documents, briefings, and decision-support tools used by FEMA leadership and senior federal officials.
  • Review and provide input on planning products to ensure alignment with federal doctrine, current operational realities, and stakeholder needs.
  • Participate in executive-level planning meetings, workshops, exercises, and hot washes.
  • Advise FEMA on the application of policies, regulations, and frameworks such as the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), and CPG 101.
  • Assist in surge operations or crisis action planning support where rapid expertise is needed under compressed timelines.

Requirements

  

  • Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, or related field (Master’s degree preferred).
  • 15+ years of experience in emergency management, homeland security, or a related field.
  • Recognized expertise in one or more relevant areas such as disaster logistics, public health preparedness, housing recovery, critical infrastructure, continuity, or catastrophic planning.
  • Proven experience advising federal, state, or local agencies on high-level planning or response efforts.
  • In-depth knowledge of FEMA planning doctrine, interagency operational structures, and national preparedness frameworks.
  • Strong writing, facilitation, and communication skills for use in senior-level engagements.
  • U.S. Citizenship and the ability to obtain and maintain FEMA and/or DHS suitability.

Preferred Qualifications

  • Prior experience supporting FEMA’s Planning and Exercise Division (PED) or similar high-level DHS components.
  • Experience contributing to national-level exercises, emergency declarations, or response operations.
  • Master Exercise Practitioner (MEP), Certified Emergency Manager (CEM), or similar credential.
  • Active or prior federal security clearance.
