Duties

* The incumbent manages, initiates, processes, and controls written communications in NCA. These communications are prepared for concurrence or signature of the Secretary of Veterans Affairs, Deputy Secretary of Veterans Affairs, Under Secretary for Memorial Affairs (USMA), and other high-ranking executives of the Department of Veterans Affairs. All communications are reviewed in this office to ensure uniformity and consistency with Departmental and Administration policies, plans, procedures, and objectives and ensures that communications are carefully analyzed and that historical and/or background data are obtained or developed.* Provides expert guidance, consultation, and recommendations to the Chief of Staff (COS) on various matters related to complex topics of executive correspondence, and congressional and legislative affairs. The incumbent also provides aid and guidance to all NCA staff in developing and preparing replies to inquiries from within and outside the Department concerning all facets of the programs within NCA.* As the final reviewer for the COS, the incumbent has full authority to contact key staff officials regarding priority communications to ensure complete, factually correct replies which follow policy or the specific desires of senior VA and NCA officials. Replies may require furnishing professional or technical information, the knowledge of which exists only in the service concerned. The incumbent is responsible for ensuring that replies are fully responsive and are written in clear, concise, non-technical language appropriate to the position of the official whose signature appears on the correspondence. The incumbent is responsible for ensuring that the service or staff office having jurisdiction prepares necessary supporting explanations for justifications for actions taken, responses given, or decisions made.* Serves as the NCA primary point of contact with the Secretary's Executive Secretariat on matters concerning correspondence management.* The incumbent evaluates the effectiveness and adequacy of controls established in the offices of key NCA staff officials; these controls ensure that NCA offices are aware of their full responsibility for the timely preparation and submission of correspondence to the Executive Correspondence Division, and through the Office of the COS to the Under Secretary for Memorial Affairs.* Provides oversight and guidance of the Executive Correspondence Division and the Congressional and Legislative Affairs team. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.* Oversees development and implementation of NCA's legislative program. Advises senior managers on strategies and responses to all Congressional legislative interactions, including briefings, hearings, and inquiries.* Serves as the NCA expert advisor regarding review, interpretation, and analysis of congressional bills and laws that impact NCA memorial and burial benefits for Veterans and family members. Advises and guides NCA Services and Offices on proposed legislation.* Identifies and directs actions required to sustain and improve legislative policy operations to meet VA and NCA goals. Participates with the USMA, PDUSMA, COS Deputy Under Secretaries, District Office executives, and Central Office Directors and executive staff in developing short and long-term strategies for expanding memorial and burial benefits for Veterans and ensuring consistent application nationwide.* Manages short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs.* Performs the full range of supervisory responsibilities for assigned staff.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/24/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

* Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: operational responsibility for tasks and projects related to the written communications and promotional materials program within an Agency including the management, initiation, processing, and control of certain written communication, developing effective vehicles for maintaining and controlling the correspondence processes; and providing effective support and counsel to top level management. Directing professional writers, editors, and administrative staff in handling all aspects of a correspondence program. Monitoring all Congressional legislation that affects the Agency/Administration because of legislation and policy changes. Maintain direct responsibility for the efficient operation of the Legislative Service staff programs that include planning, reviewing, developing systems, policy, and procedures; and, developing strategies and management recommendations to assist senior officials in establishing and evaluating legislative performance and outcomes.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary and performed in an office environment.
