As a Supply Chain Subcontracts Specialist \u2013 Level 2 - \u200b\u200byou\u0027ll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position can be located in Bacchus, Clearfield or Promontory, UT.\n\nJob responsibilities may include but are not limited to:\n\n * Sources and procures specialized goods and services\n\n * Owns contractual management for the supplier\n\n * Responsible for source selection from contract proposal to execution phases\n\n * Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users\n\n * Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services\n\n * Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts\n\n * In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations\n\n * Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations\n\n * Employs sound business practices and assesses supplier performance as part of follow-up activities\n\n * Ensure that appropriate documentation is provided to logistics/transportation \u0026 warehouse organization so that proper receipt is recorded\n\n * Manage and develop strategic/key suppliers\n\n * Reviews and approves supplier payment as needed\n\n * Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement\n\n\n\n\nBasic Qualifications:\n\n * Bachelor\u2019s Degree with 2 + years of experience in Subcontracts, Procurement and/or Supplier Management \u2013 OR - Master\u2019s Degree; in lieu of degree an additional 4 + years of experience will be considered\n\n * Experience with Subcontracts, Procurement and/or Contracts\n\n * Experience with SAP or related business application software\n\n * Experience with FAR (Federal Acquisition Regulations) and DFARS\n\n * Ability to obtain DoD Secret clearance\n\n\n\n\nPreferred Qualifications:\n\n * Master\u2019s Degree in Business, Global Supply Chain or Project Management\n\n * Experience with management of complex subcontracts\n\n * Experience issuing and managing purchase orders/subcontracts from beginning to end of life cycle\n\n\n\n\nPrimary Level Salary Range: $65,500.00 - $98,300.00\n\nThe above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate\u0027s experience, education, skills and current market conditions.\n\nDepending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
