Summary
The Solidarity Center is seeking statements of qualifications from qualified individuals to identify a cadre of consultants to perform a variety of bids and proposal (new business development) functions for competitive opportunities, primarily from such USG donors as the U.S. Department of Labor (DOL) and the U.S. Department of State’s Bureau for Democracy, Human Rights and Labor (DRL), and/or non-competitive opportunities. Each assignment will require a dynamic individual with knowledge of labor/social justice/civil society programs, previous experience working on competitive proposals, strong interpersonal and communication skills, and an ability to multi-task and work under tight deadlines.
Assignments – Key Services
Assignments/key services for which the Solidarity Center is seeking applications may include, but are not limited to, the following:
Support pre-positioning for competitive funding opportunities, e.g., provide analysis of priorities and context related to specific opportunities, and strategic guidance on stakeholder consultations; or
Facilitate and/or support the proposal management/coordination process, e.g., reviewing funding opportunity solicitations, establishing and ensuring adherence to internal timelines, reviewing drafts for compliance with solicitations, editing documents and/or other tasks as assigned; or
Support the budget/cost analysis process, e.g., reviewing budgets for accuracy and reasonableness; or
Contribute to discussions on program design and logic, and provide technical guidance on development of monitoring and evaluation documents required by solicitation; or
Support the development of proposal documents, e.g., consolidate inputs and develop initial draft of proposal narrative and other required sections and or edit documents; and
Other tasks as identified by the Solidarity Center to support the development of solid documents in response to solicitations.
All assignments will require close collaboration with staff.
Requirements:
Master’s degree preferred
Minimum of 7 years of experience working on competitive proposal bids in the areas of proposal management/coordination, and/or budget analysis and review, and/or monitoring and evaluation (M&E)
Knowledge of international development, specifically labor/social justice/human rights/civil society programs preferred
Familiarity with solicitation requirements from USG agencies, such as DOL or DRL
Excellent oral communication, interpersonal and people skills
Excellent writing and editing skills (for proposal management/coordination and M&E)
Excellent budget analysis and Excel skills (for budget analysis/review)
Fluency in English (verbal and written)
Familiarity and comfort working remotely and collaborating via online platforms
Keen attention to detail

Selection Process

As assignments materialize, select candidates will be contacted and provided a more detailed scope of work. Final selection will be based on a combination of factors, including but not limited to, ability and skill sets to meet the technical requirements, previous experience/knowledge of particular subject matter area, positive references, and best value for money.
