Systems Analyst

The Systems Analyst will support the Texas Health and Human Services Commission (HHSC) on Medicaid Claims Processing system enhancements and related IT initiatives. This role is responsible for gathering and documenting business and technical requirements from both technical and non -technical stakeholders throughout the Software Development Life Cycle. The analyst will evaluate existing business processes, identify improvement opportunities, and support the development and testing of system enhancements. This position requires strong analytical, communication, and interpersonal skills to facilitate effective collaboration across project teams and agency stakeholders.

Responsibilities

• Assist in the development of project documentation in accordance with HHSC and DIR requirements, including on -line help content for applications.
  
• Conduct requirements gathering sessions with non -technical subject matter experts to produce use cases, flowcharts, acceptance criteria, and related system documentation.
  
• Analyze new and existing business processes to assess the impact of system modifications and changes.
  
• Serve as a technical liaison between non -technical and technical stakeholders to maintain clear and effective communication throughout the Software Development Life Cycle.
  
• Ensure that system and application designs comply with HHSC standards and established development practices.
  
• Perform testing of assigned programs, including generation of test data, writing and executing test scripts, reviewing test results, and debugging identified errors.
  
• Provide regular status reports on enhancement activities and critical issues, and participate in project status meetings with developers, business analysts, database administrators, and project managers.
  
• Maintain up -to -date assignment records using a ticketing system to facilitate information sharing across the project team.
  
• Facilitate knowledge transfer through one -on -one discussions, group documentation reviews, and preparation of materials illustrating system architecture, workflows, and project dependencies.
  
• Communicate system functionality, data collection processes, and technical topics to both internal business groups and external stakeholders, including governmental organizations and contract service providers.
  

Requirements

Minimum Qualifications

• 5 years of experience with Medicaid Claims Processing.
  
• 5 years of experience in identifying business objectives and problems and developing alternative solutions.
  
• 5 years of experience reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing or improve existing computer systems.
  
• 5 years of experience writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
  
• 5 years of experience conducting cost/benefit analysis of systems and alternatives.
  
• 5 years of experience analyzing and documenting input and output requirements, including forms of data input, data summarization methods, and reporting formats.
  
• 5 years of experience with Azure DevOps and generation of wireframes.
  
• 5 years of demonstrated high -level sound logic and analytical ability.
  
• 5 years of demonstrated highly developed oral and written communication skills.
  
• 5 years of demonstrated high -level interpersonal skills to work effectively with others, motivate employees, and elicit work output.
  
• 5 years of knowledge and understanding of Information Technology industry trends, directions, and market experience, with the ability to relate them to organizational context.
  
• 5 years of knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
  
• 5 years of knowledge of emerging technologies, including those new to the company and those new to the information systems industry.
  
• 5 years of knowledge of tools, techniques, and best practices for protecting the integrity of corporate data and associated processing, technology practices, standards, and procedures.
  
• 5 years of knowledge of solution delivery utilizing Agile or Scrum methodology.
  

Preferred Qualifications

• 2 years of experience with the Texas DIR Project Delivery Framework and associated document templates.
  
• 2 years of familiarity with the organization's information architecture and information management methodologies.
  
• 2 years of familiarity with existing and planned software technology and global, regional, and local software architecture and infrastructure components.

• Candidates may be subject to a criminal background check as authorized by Texas law.
  
• Candidates must currently reside in Texas and be local to the Austin area. Out -of -state candidates or those planning to relocate will not be considered.
